Ballan Road Upgrade - Solar Road Lighting & Assessment

Balpara was engaged to conduct a lighting assessment on Ballan Road, and design temporary solar lighting for the road and pedestrian pathway during an upgrade project.

Project Overview

As part of the Ballan Road upgrade works, temporary lighting was required to maintain safe visibility for road users and pedestrians during construction. Our team was engaged to assess the existing road lighting conditions and develop a temporary lighting design to support construction staging along approximately one kilometre of roadway.

All lighting designs were developed in accordance with the AS/NZS 1158 road lighting standards, ensuring that minimum lighting levels for both traffic and pedestrian areas were maintained throughout the construction phase.

Project Scope

Balpara’s role involved assessing the existing lighting conditions and designing a temporary solar-powered lighting solution that would maintain appropriate illumination levels during the staged construction works.

This month, Balpara celebrates our 50 ^th anniversary. Five decades in business is not just an indicator of our longevity. It’s proof of our resilience, technical knowledge and expertise, and the trust that our customers continue to place in us.

Our Founders and CEO reflect on this journey and how we’ve evolved with the needs of the Australian communities.

Bayside Drafting Australia (now Balpara) was established in March 1976, when three young draftsmen took the leap to start their own business. Founders Robert Blanche and John Wilson are still Owner/Directors of the business to this day.

They initially worked out of a backyard bungalow, before moving to a house in the southern suburbs of Melbourne to accommodate their growing team during a significant building boom.

“It was a different time,” Robert Blanche recounts, “At one point we had people sitting at drawing stations in the hallway to meet the demands of the projects we were working on.” In the early 1980s, we designed and built an office to suit the unique needs of a drafting team, which was more comfortable for all involved.

Our story essentially takes place in two acts. For our first twenty-five years, we were known for our expertise in structural steel drafting, before transitioning over to electrical. Our reputation now is for our electrical capabilities, for services including project management, engineering and design, detailing and drafting, surveying, VEDN auditing, asset location and assessment, soil testing and geotechnical.

John Wilson asserts, "Our ability to address market demands has been fundamental to our ongoing success over the past fifty years. Although we have faced difficult decisions, this has allowed us to evolve in ways that support Australian communities, even if some of what we do is underground and therefore not seen by the public.”

Contributions to iconic Australian infrastructure

Our first jobs were hardly glamourous, unless you like the rare Woolworth store (formerly Safeway) that has yet to be renovated. In the early years, we worked on a wide range of small commercial and industrial projects, which started to grow in scope and size at the end of the 1970s. While we often reference well known infrastructure projects, we completed thousands of structural steel projects of various sizes throughout Australia.

“We drew the structural steel for some of Melbourne’s most iconic infrastructure, including the Southbank pedestrian footbridge, the Arts Centre roof, Melbourne Central (originally Daimaru glass spire), the MCG light towers and Northern Stand,” says Robert. “We were also involved in projects for the Sydney and Brisbane airports. The innovation and dedication that our teams brought to many of these projects was exceptional.”

Towards the end of last century, it became evident that demand for electrical drafting and engineering was gaining momentum, while structural steel demand was declining. We hired experts in electrical drafting and engineering, rapidly building our electrical expertise. We also applied our standards for quality, accuracy, and communication from structural drafting to our electrical services.

Transitioning to electrical drafting and engineering

As Australia expanded its electrical infrastructure to match population growth and technological demands, we built our electrical engineering and design capability.

Our first electrical jobs involved drafting for maintenance upgrades with CitiPower, which required our drafters to collect physical drawings from CitiPower, rolled up in tubes. Electrical upgrade work quickly expanded to regional Victoria, and then we began to secure as-built drafting work for new greenfield residential developments. Dial before you dig services, now known as Before You Dig Australia (BYDA), was a logical progression from there.

“We strategically focused on services and capabilities that required a local presence, as offshoring was prevalent,” says Robert Blanche. “Partnership is a core focus for our business, and our clients understood the benefit of having a local team onsite to collaborate and solve issues.”

By 2010, our structural team made up less than 15% percent of the overall business, with our electrical services encompassing survey, design, drafting, engineering and as-built detailing. It was past time for a name change to reflect our service delivery, so in August of that year, Bayside Drafting became Balpara.

Robert’s son Sean Blanche, joined Balpara as the Victorian Electrical Manager in 2012, having previously worked as an engineer externally, and in leadership roles internally in other parts of the business. In 2013, Sean became Balpara’s CEO and continued expanding the organisations services.

“Our strategic advantage is our specialist capabilities and customer relationships,” says Sean. “We therefore looked at ways to achieve concentric growth, diversifying by leveraging from our existing capabilities and sector knowledge.” This expansion went hand in hand with digitalisation, which is constantly changing community and industry needs.

The impact of technology on our services

It’s hard to fathom that other than the telephone, we didn’t use technology to perform our work in the early years. This became problematic when we won a tender for the Loy Yang Power Station, requiring us to operate closer to the city. We rented space in a nearly vacant building on St Kilda Road but were unable to get phone service for weeks. Being resourceful, the team would pin their drawings to the elevator walls while using its emergency phone to make calls.

Robert Blanche recalls speaking on the phone in the lift when a distinguished man attempted to enter. Assuming he was a contractor scheduled for a forthcoming meeting, Robert initially requested that he wait, but allowed him entry after his insistence, noting that he selected the only other occupied floor. It was only when the doors opened and the gentleman exited that Robert realised it was former Victorian Premier Henry Bolte.

Balpara's first major technological transformation didn’t occur until the 1990s with PCs and design software, requiring us to retrain our entire workforce. However, from here technology has evolved on an ongoing basis. Key technology evolutions have included the use of theodolites for surveying, nPoles, REVIT, RASTA and CAD software to complete overhead powerline surveying, GPS, 3D modelling and scanning, ground penetrating radars, asset proving, soil testing, and earth resistivity assessments, to name just a few.

“Digitalisation has changed the way we work and how quickly and accurately we can do things,” says Sean Blanche. “We’re excited to see how AI helps us to transform our services and capabilities in the coming years.”

Balpara has utilised emerging technology for landmark projects across Victoria, whether linked to defence, bushfire mitigation, urban residential development, lighting and zone substation upgrades, or so much more.

“Our reputation has continued to grow along with our services. We’ve retained many key customers for decades, which indicates our ability to deliver,” says Sean. “I’m also proud of the role we’ve played in developing the careers of countless industry experts, and the variety of different projects we’ve been involved in throughout our journey.”

Streetlight Structural Assessment - Vehicle Impact

A structural assessment was undertaken for a shared streetlight pole following a vehicle collision that caused the pole to lean. The investigation assessed the structural integrity of the pole and its ability to carry tram line cable loads, while also determining whether the leaning was caused by the recent impact.

Project Overview

Following a vehicle collision involving a shared streetlight pole, concerns were raised regarding the structural integrity of the asset.

The pole supports multiple services including street lighting, tram infrastructure, and CCTV equipment. While the network operator completed a technical assessment of the streetlight operation, a structural and line load assessment was required to determine whether the pole remained structurally suitable.

The investigation focused on assessing the pole’s capacity to support existing cable loads associated with tram operations and identifying whether the observed leaning was caused by the vehicle impact.

Our team managed the detailing of VEDN and DTP assets, auditing, and PMC activities, coordinating compliance with VicRoads and local authorities, and overseeing safe installation. All asset data, records, and installation details were finalised by Balpara for AusNet’s acceptance and registration.

The project was broken up into circuits to streamline tie-in and energisation. This allowed sections of the project to be completed faster and signals energised sooner.

Project Overview

Stage 1 of this Leopold Estate is part of a growing residential corridor, transforming a greenfield site into a fully serviced community. The project required new underground power infrastructure and public lighting to support 20 future homes.

These works play a key role in enabling safe, reliable electrical supply and improving neighbourhood amenities for new residents as the area continues to develop.

Scope

Balpara project managed all Powercor contestable URD components for the first stage of the estate, located in Leopold. The works included electrical reticulation of 20 lots and 8 public lights.

Our team delivered electrical project management and design, liaising with Powercor, electrical contractors and VEDN-accredited auditors and contractors to ensure compliance throughout the project.

Balpara ensured the collected data and documentation facilitated Powercor approval, ensuring the estate was ready for construction and future stages.

How Australian Urban Residential Development projects are changing

Australia’s Urban Residential Development (URD) has changed significantly in recent years, driven by economic shocks, regulatory reforms and evolving community expectations.

Neville Green discusses rising project costs and key drivers for change, and how Balpara works with developers to help overcome current challenges.

Key Points:

Project feasibility remains challenging despite finance improvements, because finance and design/construction costs remain significantly higher than they were five years ago.
The increased complexity of projects due to sustainability, technology, design preferences and compliance requirements are increasing timeframes.
Efficiency and cost reductions can be gained from collaboration during the planning and design stages.

The National Housing Accord agreed to build 1.2 million new homes over five years. However, the start has been slow with only 170,000 homes built in just over 12 months. At the same time, housing approvals are declining, down 6 per cent in August 2025 . The Federal government is making changes to help people get into their first homes and progress this project, and urban residential development is expected to increase significantly next year.

We talk to Balpara’s Business Development Manager, Neville Green, about what is impacting project feasibility, the key drivers of changes in urban residential development, and what developers can do moving forward.

High URD project costs are reducing feasibility

Between July 2022 and April 2023, 1,709 construction companies across the country entered administration , according to data from the Australian Security and Investments Commission (ASIC). This includes the likes of Porter Davis, Probuild, Pivotal Homes, and more recently, South Australian builder Qattro. These insolvencies were driven by a perfect storm of factors, including the rising cost of cash, pandemic-induced supply chain issues, material cost spikes and labour shortages.

Despite some improvements, project costs have continued to challenge developers.

Cost of Finance

For context, the cash rate remained less than 2% from May 2016 until September 2022 , reaching as low as 0.1% in October 2020 and continuing at this level until April 2022. It was in this period that acquisitions and off-the-plan sales surged. Since then, the cash rate has risen rapidly, peaking at 4.35% in November 2023, where it remained until February this year.

Neville explains that despite reductions in cost of finance in 2025, it is still significantly higher than it was, with some long-term projects weighed down by this. The Reserve Bank of Australia recently decided to leave the cash rate unchanged at 3.6 per cent. Lenders now require higher equity contributions and more comprehensive proof of feasibility from developers. “These factors have made it more difficult to get projects off the ground,” says Neville.

Cost of Design & Construction

It is estimated construction costs in Australia have risen by 30% or more since the pandemic. While inflation has eased somewhat, building material costs continue to rise, placing ongoing pressure on urban residential development. The sector also faces increased strain from persistent demand for restoration following extreme weather events and ongoing resource shortages.

Neville explains that developers are also dealing with higher holding costs and a more cautious market, as buyers remain wary of construction defects and builder insolvencies. This has impacted on project feasibility, as lenders now take into consideration buyer demands in location, design and price.

Changing needs are increasing URD timeframes

The length of urban residential projects has increased at every stage, including tenders, planning and approval, design and construction. As Neville says, “These longer timeframes mean developers pay a premium to hold onto the land, which impacts on viability.” So why are timeframes increasing? There are so many factors, including rigorous compliance requirements, community consultation, and buyer demands and changing approaches.

Some state governments, most recently New South Wales , have introduced fast-track pathways for large-scale housing projects, bypassing local council controls to accelerate delivery. However, this doesn’t address many of the reasons for extended timelines. Buyer and community demands have resulted in urban development trends that are expanding the scope of projects.

Shift toward sustainability and energy efficiency: The push for net-zero emissions and electrification of homes has driven demand for advanced electrical design, including solar integration, battery storage, and electric vehicle charging infrastructure. According to Neville, power utility standards are continuously changing to accommodate this, which in some instances extends approval timeframes. It’s essential for providers to train staff to ensure mistakes aren’t made, which can result in costly variations.

Smarter, more flexible living spaces: Buyers are preferring more adaptable and flexible living spaces, with open-plan layouts, multi-use rooms, and communal amenities more usual to accommodate remote work and changing family structures. Developers are also trying to get greater yields, so they’re reducing the size of communal lands such as roads and carriageways, which restricts assets going into properties according.

Localised community and shared spaces: Redevelopments and planned communities are increasingly designed around the “20-minute neighbourhood” concept, where residents can access shops, schools, and parks within a short walk or bike ride to reduce reliance on cars. The inclusion of shared spaces such as rooftop gardens, communal kitchens, and collaborative work areas is also a growing trend. This then requires additional assets and public lighting requirements.

Integration of technology and smart infrastructure: Completed developments increasingly include integrated digital infrastructure, smart lighting and energy management systems. Developments have also moved away from gas and embraced solar energy, which has resulted in more power per lot. “We have seen an increase in the need for kiosk substations, which ultimately increases infrastructure costs,” Neville explains.

How can developers overcome these challenges?

Efficiency is key, which can be achieved through further collaboration during the planning and design phases. Working more closely with experienced civil consultants and design houses from the outset can reduce changes to plans. “We see firsthand how planning in collaboration with civil/electrical consultants can help reduce project timeframes and variation costs,” says Neville.

Power companies rely heavily on electrical design houses, which must be accredited, to represent them throughout the project. Without this consultation, civil contractors are forced to change plans more regularly to ensure rigid standards are met.

Balpara was engaged by a Civil Engineering Consultant to oversee the design of a new URD / Body Corporate residential subdivision in Tooradin. The project involved subdividing an existing plot of land into eleven separate properties.

Project Overview

The former site of the Tooradin Caravan Park, 13-17 Tooradin Station Rd has been redeveloped into eleven individual residential lots. This subdivision provides Tooradin residents with the opportunity to have a permanent home in a central location nearby local schools, recreational reserves, shops and public transport services.

With a growing community of families in Tooradin, each lot offers ample space for a family residence and garden.

Scope

This project involved a combination of AusNet and Body Corporate designs. Seven of the lots were designed in accordance with AusNet standards, while the remaining four lots within the Body Corporate were to be designed to AS3000 standards.

Over the course of this project, the design team at Balpara:

Effectively developed designs adhering to both sets of standards
Conducted a Before You Dig Australia (BYDA) assessment to determine the locations of utility services and prevent any clashes
Facilitated efficient communication as a result of our established relationship with Ausnet, gaining prompt approvals for required non-standard installations
Requested load data from AusNet for the existing service station to determine whether there was sufficient spare capacity for the new subdivision. The team at Balpara concluded that the design of the existing 100kVA substation required an upgrade to a 200kVA substation to meet the supply demand, as the existing service station did not meet load requirements
Developed an NBN pit and pipe infrastructure design to ensure the properties are fibre-ready whilst maintaining clearance from other assets

Project Overview

The proposed school crossing relocation was put forward for several reasons, including enhancing pedestrian safety by increasing crossing visibility and providing a more strategic road crossing location for school children closer to the school entry.

This upgrade also includes the construction of a raised platform for the crossing, drainage improvements, and converting the current nature strip across from the school to parking. These changes will further improve pedestrian visibility, add to available parking and ensure accessibility during and after rainfall.

Scope

Balpara was requested to provide a LUX assessment to ensure the lighting levels at the new crossing location would be sufficient and to determine, based on these lighting levels, whether a new light was to be installed or if an upgrade to the current light would be adequate.

Project Overview

As part of Victoria’s Big Build, Major Road Projects Victoria committed to upgrading the road network in Pakenham through transport infrastructure improvements.

These improvements include the removal of level crossings and roundabouts, road and signalisation upgrades. The latter involved upgrades to the freeway interchanges and the installation of new public lights and traffic lights at intersections. Furthermore, the development of new pedestrian and cycling paths aim to increase connectivity within the Pakenham community.

The primary drive of this project was to address congestion issues, improving traffic flow, efficiency and safety for motorists, pedestrians and cyclists, while also facilitating better connections to and from the Princes Freeway, the expanding Pakenham Industrial Precinct and the town centre.

The completed project will result in a more efficient and safe transport network for the Pakenham community and transit travellers.

Scope

Balpara are Network Accredited Auditors for AusNet. Our specialised services were engaged to conduct developer auditing for the intersection upgrades.

Balpara was contracted to carry out detailing and auditing services for the Lathams Road Upgrades in Carrum Downs, as part of Victoria’s Big Build.

Project Overview

This project involved multiple upgrades across a 2.5km section of Lathams Road. The upgrade included the addition of additional lanes going both ways, upgrading 13 intersections along the road, building a new bridge over the Peninsula Link, adding walking and cycling paths, widening existing roundabouts, and installing safety barriers.

The project had a strong emphasis on community consideration and utilising sustainable project materials. As an example, drainage pipes and kerbs installed used recycled plastic and a social procurement strategy was formulated by the developer, Winslow, to actively engage Indigenous businesses, generating meaningful employment and promoting indigenous representation in the construction industry.

These upgrades were completed with the intention of improving traffic flow and travel times, enhancing safety for pedestrians and cyclists and boosting the connectivity of local businesses in the Carrum Downs and Seaford community.

Lathams Road is a vital road link for many of those in the surrounding community, and as such, these upgrades substantially improve traffic flow and access to surrounding industrial areas.

Road upgrades included the resurfacing of pavement, installation of new asphalt, upgrade of kerbing and drainage systems, re-painting line markings, and upgrading street lighting and traffic signal infrastructure.

With construction completed in May 2025, the Frankston City community can now benefit from the enhanced traffic flow, improved lighting, safer roads and more accessible parking.

Scope

The team at Balpara provided detailing, drafting and auditing services for assets installed as part of the new road upgrades.

Balpara was engaged by civil contractor to provide detailing and drafting services to connect the Kerang Solar Plant to the nearby Kerang Terminal Station.

Project Overview

The Kerang Solar Plant in Victoria is a BSR Energy project, which aims to generate enough clean and reliable energy to offset the annual consumption of approximately 16,000 homes, contributing to a more sustainable future while reducing reliance on traditional power sources.

Construction commenced in March 2024, and is projected to save 66,380 tonnes of CO2-equivalent emissions annually.

The land parcel is over 64 hectares in size, with the plan to visually integrate into the surrounding agricultural landscape with extensive planting of native flora around the entire project perimeter. The bell-mouth intersection off Lodden Valley Highway will be upgraded for improved accessibility and safety as part of this project.

Scope

Balpara’s involvement in the project was undertaken over the course of a month starting in August 2024, with Directbor engaging the team on behalf of Powercor.

The Balpara team completed detailing and drafting of assets connecting the new Kerang Solar Plant to Powercor’s distribution network. Balpara employed GPS technology to accurately capture underground asset locations and create a comprehensive plan of assets within the short timeframe required.

The project scope included:

Capturing new underground asset locations to required standard using GPS equipment.
Creating as-built plans of relevant assets to current Powercor standards.
Providing captured 3D data to Powercor for future asset relocations.

Balpara was engaged by United Energy (UE) to carry out feature surveying, incorporating ground penetrating radar surveys for the Glen Waverley Zone Substation.

Project Overview

Balpara’s surveying activities were critical to a broader Glen Waverley Zone Substation project. This involved demolishing the existing 22kV switchyard and developing a new 22kV switch room building, in addition to replacing a 66kV circuit breaker.

The Glen Waverley Sub Station is owned and operated by UE and provides power to almost 20,000 customers: primarily residential and some commercial and light industrial businesses. The condition of the secondary assets, switchgear and control building, necessary for the provision of a safe and reliable power supply to customers within the Glen Waverley supply area, was deteriorating and the assets technically obsolete, being unsupported by equipment suppliers with no spares.

This project enables UE to meet current and future demand and minimise risk, creating a safe and dependable electricity supply for the Glen Waverley community.

Scope

Balpara conducted a feature survey and employed ground penetrating radar and cable locating to capture all assets within the specified area. This was a complex project, as UE required a comprehensive and accurate understanding of all assets to be incorporated into the new building. It was also necessary to identify any potentially hazardous materials underground.

The key requirements of the project included:

Identifying existing Permanent Marks, Benchmarks and Control Points and confirm location and levels.
Defining Temporary benchmarks in the required areas.
Identifying spot heights at appropriate intervals to accurately define the shape of the terrain.
Recording existing equipment plinths and pedestals including Top of Concrete, surface level, extent, and location.
Mapping existing drains, service trenches and exposed services.
Marking fence alignment, identifying gates and fence construction.
Detecting underground services.
Carrying out cable tracing and identify HV cables within the Zone Substation.
Using documentation received from Dial Before You Dig, pick up in survey any other utilities’ assets within close vicinity of existing UE feeder exit cables.
Confirming and re-establishing title boundaries.

All data collected was uploaded and mapped out in AutoCAD. Surveying was undertaken in accordance with the Survey Practice Handbook – Victoria, with recorded points of detail in conformance with Classification AA as set out in Schedule 8 of the Survey Co-ordination (Surveys) Regulations 2004.

Balpara has been a part of a globally significant energy storage precinct, the Melbourne Renewable Energy Hub (MREH). When it is fully developed it will be the largest storage battery system in the world that will enhance the power grid stability and reliability.

Project Overview

To support Victoria’s shift to affordable and sustainable green energy, the Melbourne Renewable Energy Hub will be the largest battery in the southern hemisphere and one the largest batteries in the world.

This project includes the design and construction of the 500kV MREH Substation and a 1.75km 500kV transmission cable which will link into the existing Sydenham's terminal station. This will allow for the MREH to connect into the National Electricity Market (NEM). Not only is this the first 500kV cable in Australia, but it is also the first 500kV battery connection.

Battery storage for excessive power has never been undertaken in Victoria before and paves the way for more renewable energy projects and usages. It will enable lower electricity prices for consumers as renewable energy is cheaper and cleaner, and the efficient model may minimise the need for further electrical infrastructure.

As a storage facility, the MREH will support Victoria’s renewable energy zones and stabilise Victoria’s energy infrastructure, allowing for increased solar and wind integration into the grid, which reduces volatility and lower electricity prices for consumers.

Scope

Balpara was engaged to draw a dual circuit of 500kV underground cable project with a route length of approximately 1.8km - a first-of-it's-kind battery storage project.

Burrage Reserve Path Lighting

Balpara was engaged by Latrobe City Council to undertake surveying and design services for path lighting at Burrage Reserve, Newborough.

Project Overview

The work for this project was conducted at the Burrage Reserve in Newborough, on the West side of the reserve between Southwell Avenue and John Field Drive.

Balpara completed a turnkey solution for a variety of services including Soil Testing Reports, Geotechnical Investigations, Traffic Management, Feature Survey, GPR Service Locating and Engineering Design for the proposed path lighting works. Our unique ability to fulfill the diverse scope of services offered a synchronised and smooth end to end project delivery.

During the design phase Balpara liaised with the relevant authorities to ensure we were working with all relevant material.

Scope of Work

The full scope of services that were engaged included:

Geotechnical Pavement Investigation and Design : carried out to determine a suitable design. Traffic management engaged while works were completed.

Feature Survey Works: all features were located to enable the design of the path lighting, including locating and proving the depth of existing utility services. Feature surveying was conducted to ensure the design prioritised the location of lights at the intersection of pathways, defined access points and playground areas.

Service Location: the location of services within the extent of works for the site were identified. This involved locating and proving the depth of existing utility services, including electricity, gas, water, telecommunications cable including NBN services, and sewer.

Vegetation Removal: recommendations for any required vegetation removal across the sites were provided. A surface survey was also conducted to locate pathways, trees and vegetation, drainage, street signs and more.

Design Works: Engineering design was provided for the proposed path lighting works. The design included minimum PP3 category lighting scheme, cable layout with column location plans produced using AutoCAD, required Certificates of Electrical Safety (CES) detailed in the specification, MGA coordinates for each pole provided as well as any reference marks used in the survey. Technical specifications for the construction of the lighting project were also provided, including the updating of Plans to “as constructed” to comply with AS3000 and “Private Mains on Public Lands” (PMPL) to allow connection to the utility grid. Existing street lighting was considered as part of the design to reach the PP3 category lighting standard.

Bill of Quantities and Engineering Estimate: a bill of quantities and engineering estimate for the proposed path lighting works were provided.

Balpara was engaged by Hume City Council as part of a streetscape upgrade on Fawkner Street, incorporating safety lighting assessment and design at stage 1.

Project Overview

The work for this project was undertaken in Fawkner Street, between Mickleham Road and Ardlie Street. Fawkner Street is a collector road that includes the Fawkner Street Village shops and is a main connection to the residential properties and road network within Westmeadows. The precinct has a distinct heritage character as well as a strong relationship to the natural features of the Moonee Ponds creek corridor, which was taken into consideration in the design.

Balpara completed a safety lighting assessment and design for functional and feature lighting at this first stage of the project.

This project involved soil testing and surveying of a new proposed regional substation site for Powercor.

Project Overview

The scope of work was conducted simultaneously at a green field site earmarked for a new regional substation, intended to support the future needs of the community as the population grows. This planned substation will ensure the region’s homes and businesses can access reliable and safe power and support the effective ongoing operation of bushfire safety devices installed in the area.

Balpara’s team set out as a group to complete the full suite of services in order to accurately collect site information, including soil testing samples together with a full feature survey. This also included Title Boundary Re-establishment and Sewer depths. Due to the nature of the work, Balpara liaised with multiple authorities to streamline timelines and update utility drawings based on all site information collected.

Project Scope

Excavating to confirm sewer RL’s at three locations, providing visual and photographic confirmation.
Confirming materials of the sewer lines, needed for consideration regarding earthing.
Liaising with Central Highlands Water.
Testing soil contamination, using a set of bores across the site at approximate locations.
Title Boundary Reestablishment in accordance with SC37 of the Surveying Act, providing updated Title documentation and report.
Providing updated 2D AutoCAD file with Re-established Title and Sewer depths.
Establishing a Datum setout.
Surveying the size and location of a pipe that feeds into a crossing.

Conformance

Surveying was undertaken in accordance with the Survey Practice Handbook – Victoria and all current relevant regulations. Both survey and plotting accuracies shall ensure that points of detail are recorded to conform with Classification AA as set out in Schedule 8 of the Survey Co-ordination (Surveys) Regulations 2004.

How does it work?

Balpara seconds an employee to a project with the relevant skill set, either for a specific project or to undertake a particular task. Generally, the secondee will have serviced the client previously, or Balpara will train them in-house on client specific protocols prior to commencement.

This enabled them to hit the ground running when they started with the team in a design maintenance function. In this instance, the secondee remains in this team more than two years later. During their time, they have worked closely with the Balpara team, who have provided technical advice as required.

In a different example, Balpara seconded a technical person in a project administration function in a client’s office. This secondee was never intended to be with the client for the length of time they were, but their impact resulted in an extended contract for almost two years. After the secondment, they have returned to Balpara office and continue to work with the Balpara team to help improve our service delivery to the client.

Mount Cottrell Feature Survey, Title Boundary Establishment, Geotechnical & Soil Testing

Project Overview

Balpara was contracted by Powercor to assist in delivering a large suite of services in the Mount Cottrell area, including Feature Survey, Title Boundary Establishment, Flood Reporting, Geotechnical and Soil Contamination testing services. This project was delivered to Powercor, who were undertaking upgrades for land development in the area.

Project Overview

Hume City Council engaged Balpara to undertake soil contamination testing and geotechnical investigations to determine pavement composition design for industrial strength roads in Somerton.

The Hume City Council is one of Australia's fastest growing and culturally diverse communities, home to almost 260,000 residents. By 2041, it is forecast that approximately 389,000 people will live in Hume. The City is located in Melbourne's northern fringe, 15 kilometres from the centre of Melbourne and spans a total area of 504 square kilometres.

As a part of the Council's due diligence, our instruction was to assess the site, collect various samples and establish waste disposal categories to measure contamination levels on site.

Secondly, Balpara was tasked with the assessment of geotechnical conditions of the site to recommend a pavement composition for the industrial estate in accordance with AUSTROADS (2017). The essential part of the design material is to ensure that each layer within the pavement is compatible - in terms of characteristics and strength - with those of the adjacent layers, to ensure it achieves the overall pavement performance criteria.

Balpara provided comprehensive reports to Hume City Council to ensure successful site planning.

Project Overview

Our client Jemena was contracted by North East Link Project (NELP) to design and construct a Zone Substation to supply construction power for the NELP Zone Substation Connection Works.

This incorporates construction of Zone Substation infrastructure including a control building, transformers, internal access road, fibre optic connections and perimeter fence. Construction of electricity distribution poles and lines was required to connect existing electricity distribution infrastructure from Greensborough Rd to the Zone Substation site.

The North East Link North East Link is the biggest ever investment in Melbourne’s north east – the 6.5km  North East Link tunnels  from Watsonia to Bulleen aim to fix the missing link in Melbourne’s freeway network, taking 15,000 trucks off local roads a day and reducing travel times by up to 35 minutes.

Balpara, in delivering services to Jemema for the Zone Substation, conducted the following:

Electrical Asset Upgrade for Defence Barracks

Balpara was engaged to undertake site surveying and underground design for the existing overhead network and service networks across seven defence sites in Victoria.

Project Overview

Working with defence bases necessitated unique security and induction requirements to enter each of the seven Victorian barracks, and involved both Balpara’s field and design services across an 18 month period, along with delivery of over 185 overhead, underground, schematic and cable schedule CAD drawings, and the field surveying of 580 overhead power poles..

Balpara provided overhead site surveying, and underground engineering design for the replacement of existing overhead 22kV and LV lines, and re-routing of underground and service connections, inclusive of switchboards and street pillars in accordance with AS3000. Our teams also performed due diligence on switchboard capacity, loads, voltage drop and compliance for the required network upgrades.

In addition to site surveying and engineering, where service/utility poles supported mounted streetlights, Balpara also provided designs for installation of new streetlights, and connection to the upgraded distribution pillar network.

Project Scope

This project took place across seven sites, incorporating the following:

Project Overview

Wyndham City Council is creating a new city in the western suburbs. The new estate of Windermere Mambourin , 38 km from Melbourne’s CBD, is an enormous undertaking worth $1.9 billion according to developer Riseland Holdings .

Riseland Holdings is a Hong Kong based multinational real estate conglomerate, offering a wide range of services such as Residential Development, Commercial Real Estate operation, Property Management and Infrastructure Construction and Operation.

A project spanning 10 years, Windermere is a 363-hectare master-planned community nestled in the suburb of Mambourin. When completed in 2030 it will be home to 14,000 residents across 4700 lots. It incorporates 50 hectares of parklands, wetlands and a natural creek reserve. The estate includes four proposed schools (three state schools and one private school), a local convenience retail centre and 23 hectares of active open space, including bike paths, sports ovals, netball and tennis courts.

It is also close to major new transport infrastructure, such as the planned Outer Metropolitan Ring Road, major road upgrades and a proposed new rail station just outside the estate.

Balpara was engaged by a utilities client to provide surveying, detailing and as-built drafting for 66kV power upgrade at Fisherman’s Bend in Port Melbourne. This included Balpara’s 3D scanning and modelling service.

Project Overview

This project involved the excavation of a 2.5km long trench for the installation of new 66kv underground power circuits at Fisherman’s Bend. This entailed displacing a very large volume of soil as well as the construction of a number of pits required to accommodate the joints between lengths of cable. Through our 3D scanning and modelling service Balpara was able to provide the utilities client with a very accurate calculation of the volume of displaced soil, as well as detailed records of the location and makeup of the underground assets, including the joints.

Gumbuya World is an amusement park located in Tynong North, Victoria. Balpara was engaged to assist with power upgrades following the installation of two new rollercoasters at the park. This included negotiating with AusNet for increased supply capacity.

Project Overview

Two new rollercoasters had been built at Gumbuya World with a view to opening these before Christmas 2022. Balpara completed an audit of the existing power supply and provided this information to AusNet, who identified a need for an upgrade. This included an assessment of existing load to identify any surplus capacity in system. In particular, a thermal upgrade of the feeders was required to ensure they would be able to handle the load.

Balpara was able to achieve a very fast turnaround for the client by identifying a solution entailing minimal works and a maximum outcome, by simply replacing two of the existing poles. This achieved the desired outcome of enabling the cables to carry the additional load while still meeting the required clearances from the ground.

Balpara also completed the network audit for this project. Because we had done both the developer audit and the design, generally we wouldn’t have been allowed to also do the network audit. In this instance an exception was made by AusNet, due to our knowledge of the project and the tight turnaround.

Balpara adds value through 3D modelling service

One of Balpara's more distinctive offerings is its 3D scanning and modelling service. As one of the first companies to bring this service to the electrical distribution industry, Balpara's 3D scanning and modelling provides a significant value add to a range of projects, from road to utilities works.

Balpara has been using this technology for a few years, most recently for a 2.5km long project in Port Melbourne. Here, Balpara’s surveying and 3D scanning team explain more about the processes involved, and how this service benefits clients.

When you dig trenches for installation of new distribution power cables the trenches can be kilometres long and be up to three metres deep. Where soil is contaminated in needs to be disposed of, requiring significant backfill after the installation is complete.

When you install high voltage power cables the backfill often needs to be special material for thermal resistivity because the cables get very hot and if the heat isn’t allowed to dissipate properly they don’t meet their efficiency requirements. All of this is material handling is really expensive.

So we get our surveyors to pick up all the geometry of these trenches when they’re open. They use what is essentially a 360 degree camera, along with traditional surveyor's equipment such as GPS data collectors. They set the scanner up on a tripod at various locations, and you end up with a whole lot of 3D snapshots, which can then be overlaid or stitched together to get a complete 3D picture. We can then produce a 3D model, and calculate the volume of that trench. This volume calculation is extremely accurate, which is quite a powerful thing.

For example, it allows the client to cross check to make sure they are being charged accurately for the disposal of soil. The bill for disposing of large quantities of contaminated soil can be very substantial, so it's easy to see the value of having a safeguard like our highly accurate calculations based on 3D modelling.

The 3D model also provides an excellent record to companies, so they always know in the future exactly where a given trench was, and where those cables are in the ground. This is valuable for design of future works, repairs or upgrades required in the area.

We can also use 3D scanning to produce visual records, for example if there are joints needed between lengths of 66kV cable. These joints are massive and complex. We can produce a 3D point cloud of the joints and overlay them onto the 3D model of the trench. So the client gets a completely accurate record both of where the joint bay is, and of other relevant features or equipment inside the joint bay. Again, this is valuable if there is any future need for a redesign or modifications.

A one-stop shop for overhead asset relocation

From surveying, design and drafting to project management and construction, Balpara’s range of specialisations cover all bases when it comes to overhead asset relocation. In this Q and A, Business Development Manager Neville Green explains the ins and outs of this specialised service, and why every construction project near existing power lines should consider an overhead asset assessment from the earliest stages of planning.

In a nutshell, what is involved with overhead asset relocation?

It relates to what they call the VESI (Victorian electricity supply industries) standard, which was developed by the five electricity distribution companies in Victoria. That standard describes minimum clearances from powerlines, both of new buildings being constructed and of things like cranes and scaffolds that might need to be put up in order to build those buildings.

At Balpara we have an overhead survey division, who go out to where a new building is going to be constructed and conduct what’s called a sag and sway analysis. With certain weather conditions the lines move around, they sway back and forth, and we make sure under those circumstances the project meets the power industry standards for clearances.

If it doesn’t, design is required to move those powerlines away from that building. In some cases we place the cable underground, although this will depend on the cable. For example, at 22,000 volts, undergrounding the cable is more cost effective than if it’s a higher voltage. For 66,000 volts, it’s a fairly expensive exercise to underground the cable so we tend to put an offset arm on the existing poles to push it away from the building.

Why is it important for clients to incorporate these kinds of works into their planning?

Some companies may not have been exposed to the power industry authorities, and aren’t aware of the standards. So they start to do their planning and don’t realise until they get close to the construction phase that they’ve got an issue regarding existing power lines.

It’s better to get onto this in the early stages because there’s a process involved in reviewing the site, obtaining all existing drawings out of the power companies, surveying and undertaking an analysis with all the information at hand. Then, once it is established that a powerline needs to be relocated, design work must be undertaken and approved by the power utility, along with costing approval by the client. This can take months, delaying the start of the build.

Whereas if this work is undertaken during the building design phase, the designers have the option to allow for a bigger offset, or incorporate the cost and time of moving the powerlines into their overall budget and project plan. In any case it’s better than running into unexpected costs or delays down the track. The earlier this is addressed the better the outcome.

Can you describe a specific example where Balpara has done this kind of work?

One major example relates to a multi-million dollar development in Oakleigh in Melbourne’s eastern suburbs. It was a significant project, taking up virtually an entire block of Warrigal Road and Dandenong Road. On the Dandenong Road side there was a 22,000 volt line, so we undergrounded about 200m of cabling along that section of the road.

Then along the Warrigal Road section there was a 66,000 volt line that needed to be moved in order to meet the clearance standards. We didn’t have to move the poles, we just pushed it out with an offset arm. There was an issue regarding the constructability of balconies that where in close proximity to the line and these required further clearances, which were accommodated.

We’ve completed many similar projects but this was fairly major, making full use of Balpara’s range of services and expertise in this area.

Balpara was engaged by Downer to perform survey set-out works for the upgrade of the Bendigo Line.

Project Overview

In preparation for incoming Regional Fast Trains, the Bendigo V/Line Rail Network requires an upgrade to its existing signalling infrastructure.

During Stage 1 of this project, Balpara was tasked with surveying an area of approximately seven kilometres between Kyneton and Malmsbury, and providing a set-out of the conduit lines to be installed in pits. Our team was also required to peg out approximate locations of existing assets and foundations for the axle counters, which signal directly to the Grade Crossing Predictor (GCP).

Pegging out pits, axle counter foundations, location case foundations during the pre-work stage.
Pegging out approximate locations of existing assets identified on plans along Combined Service Route to allow for future asset location.

Balpara was engaged as the primary electrical consultant for the AS 3000 electrical upgrade of the Nagambie Holiday and Caravan Park. This included upgrading the main electrical supply, and devising both the electrical and NBN design for 46 new lifestyle cabins, intended for over 55s accommodation.

Project Overview

Balpara was tasked with the electrical and communication design for the upgrade of the Nagambie Holiday and Caravan Park, located at the doorstep of Lake Nagambie and the Strathbogie Ranges.

After performing Maximum Demand investigations, Balpara recommended sourcing the new electrical infrastructure supply from the main electrical switchboard located next to the Pole Substation. Due to the location of the new cabins, this meant having to run approximately 600 metres of large electrical sub-main cables from the main electrical switchboard to the two new electrical distribution sub boards of the cabins. To do this Balpara had to negotiate existing infrastructure in order to find an acceptable cable route.

Performing maximum demand investigations to determine electrical capacity of the main switchboard
Devising an AS 3000-complient full electrical design of sub-main cables.
Detailing as-built drawings of electrical infrastructure in line with AS 3000 standards.
Conducting earthing design and field-testing studies to ensure new system satisfied utility requirements.

Q: Can you tell us about your career progression and how you came to work as an engineer at Balpara?

A: I began an engineering apprenticeship when I lived in South Africa, which I completed over four years. This was a government-run program and each year we would perform an exam that saw us progress to the next year of our studies. There wasn't a plethora of opportunities for study in South Africa at that time, so it was a good opportunity.

Following my apprenticeship, I applied for a job with Balpara, who recognised my experience and presented me with a job opportunity. This is something I’ll forever be grateful for, as it allowed me and my family to move to Australia and begin my career within engineering, which I’ve now been working in for 15 years.

Q: What’s the biggest challenge you’ve had to overcome in your career as a female in engineering?

A: The years of my apprenticeship were definitely challenging. Not only was I a woman in a very male-dominated environment, but I was also the only person of colour. However, as I worked, I saw people’s perceptions and attitudes towards me shift and they grew to accept and respect me.

I think as a woman in this industry, you feel the need to prove yourself all of the time. But you just need to be transparent about what you know, be willing to share and learn, and the respect naturally grows from there.

Q: What advice would you give to women considering pursuing a career in engineering?

A: I would say they really need a passion for it. It’s a fantastic career and can provide great opportunities, but it’s not easy. If you have a real excitement for engineering and make a conscious decision to persevere, then there’s a lot of opportunities for success.

I also think it’s very important to remember that it’s not a sector that’s just for men. If it’s something you’re interested in, then go for it!

Q: What do you enjoy most about your role?

A: The way I work now is very different to when I first began my career. My experience has taught me to take a very problem-solving approach to things. For example, I now look at a project and think “how can we do this better?” or “how can we be smarter?” It’s about optimising and refining, and putting processes in place that ensure better outcomes moving forward. I also really enjoy the mentoring and management component of my role.

Neehara Ruwanpathirana – Electrical Design Engineer

Q: Can you tell us a bit about how you came to be where you are in your career?

A: I graduated from the University of Peradeniya with a Bachelor of Engineering, Electrical and Electronics Engineering in 2009, following which I was appointed as a university demonstrator. I went on to work at the Central Engineering Consultancy Bureau in Sri Lanka for close to nine years, where I progressed from junior to senior roles, before becoming a project manager and chartered engineer.

I then migrated to Australia in 2018 where I completed an Overseas Qualified Professional Program at Melbourne Polytechnic, and after gaining some more experience in distribution design, was offered a job at Balpara.

Q: What interested you in becoming an engineer?

A: The most interesting component of engineering for me is the challenge of finding the best solution for a specific project - there's a lot of problem solving that goes into it. I also love seeing the end result of what we do. Seeing a dormant building become completely powered and filled with light is incredibly rewarding.

Q: You worked as an engineer for quite some time in Sri Lanka. How would you compare it to working in Australia – both technically and culturally?

A: Technically speaking, the standards in Sri Lanka are different to those followed in Australia, as Sri Lanka uses British standards. They're not vastly different, but there are definitely nuances. I think the biggest difference is the safety in the workplace and on construction sites, which is thankfully greatly emphasised in Australia.

Q: What was it like working as a female within the engineering sector in Sri Lanka compared to Australia?

A: Before I moved to Australia, I didn't even know flexible working hours were possible, and I'd never even heard of a "work-life balance"! After moving to Australia, I took a two-year career break to have my third child, and I wasn't sure I'd be able to get back into the workforce. But I'm so happy that I was given that opportunity and, more than that, I'm afforded the flexibility to raise my family while still having a fulfilling career. Based on my experience, I’m not sure that would have been possible in Sri Lanka.

I'm very supported in my role at Balpara, and given the same opportunities as my male colleagues. My experience is respected and my capacity and capabilities for my work are recognised by my colleagues.

Radha Medarametla - Electrical Engineering Drafts Person

Q: Tell us a bit about your journey to becoming an engineer

A: I was always very interested in maths and technology, so undertook a Diploma in Electronic and Communication Engineering. From there, I worked as a senior GIS engineer for an Indian multinational technology company for 15 years, where I gained experience in various GIS tools such as AutoCAD, worked on digital mapping projects and became proficient in working on Asbuilts.

In 2016, I was offered a job with Balpara, where I'm now able to utilise my previous experience and knowledge.

Q: What elements of your role do you enjoy?

A: I really enjoy the precision required of the work I do. It's challenging, but necessary to ensure all the details are correct, so that nothing goes wrong on site. For example, my underground electrical drawings need to be extremely accurate, otherwise people may be at risk of digging into a cable and being harmed. The work I do ensures people are safe while completing their jobs.

Q: How have you seen the industry change over time with regards to female representation and inclusion?

A: When I first began my diploma, there was a very minimal number of women studying alongside me. And while female representation within the engineering sector is still lacking, it's much greater than it used to be. But I think what's more important is the increase in inclusion of female engineers: women are, for the most part, offered the same opportunities as their male counterparts and given opportunities to excel.

What advice would you give to any women who are considering a career within the engineering sector?

A: I believe that passion is really important within the engineering industry – no matter your gender. It can be challenging, so having a real affinity for work and constantly wanting to progress and learn will be very important for success and professional fulfilment.

Cranbourne Racecourse Upgrade – Surveying, Auditing, Electrical Design & Drafting

To assist in the upgrade of the Cranbourne Racecourse facilities, the Cranbourne Turf Club enlisted Balpara to provide a suite of services, including Land Surveying, Electrical Asset Survey set-out, Asset locating, Electrical Detailing, Underground Electrical Design and multiple forms of Drafting.

Project Overview

Cranbourne Racecourse has welcomed the addition of a new indoor complex to its host of facilities. As part of this upgrade, the existing high voltage underground power supply needed to be relocated so as not to interfere with the new complex’s footprint.

This process involved a considerable number of services to be coordinated by Balpara and carried out on a site, with the addition of some very specialised requirements.

Project Scope

Throughout this project, Balpara provided:

1.New Underground Electrical Design and Drafting on Ausnet Utility Drawings

This was a unique requirement, with the new high voltage cable being potentially installed under a future batter of a not yet built man-made overpass bridge. During the electrical design process, Balpara considered future cable depth and derating calculations, and were able to devise a solution.

2. Property Boundary Re-establishment by a Licenced Surveyor

Balpara drew on its licenced Surveying Services to arrange bringing the existing title and easement paperwork and plans up to date. This was necessary, considering the new cable route deviated from the existing power supply easement.

3. Existing Cable Tracing / Underground Locating Services and Surveying Services

In order to verify the existing easement location, right up to where the new cable route would deviate from the old route, Balpara traced and Surveyed the existing cable on site.

4. Ausnet Utility As-Built Drawing Updates

Following the existing cable tracing and surveying, Balpara’s team re-drafted the corresponding Ausnet utility As-Built drawings where required to ensure the old route was accurately recorded.

5. Survey Stake-Out of the Newly Designed Cable Route

Building up the body of information collected to this point was critical in allowing Balpara to stake-out the new cable route, giving construction crews absolute confidence in where to install their new conduit and cable.

6. Underground As-Built Electrical Detailing of New Cable Route During Construction

Balpara is well experienced in As-Built Electrical Detailing and needed to be very conscious of adhering to off-set working shift times to avoid spooking thoroughbreds training in the area.

7. Underground As-Built Electrical Drafting of New Cable Route

As one of the exclusive providers to AusNet Services and with extensive experience in As-Built Electrical Drafting, Balpara’s new As-built plans were promptly approved by AusNet.

8. VEDN Auditing of all Electrical Works of New Cable Route During Construction

Balpara’s VEDN Auditing team has extensive experience in Electrical VEDN Auditing, and were able to ensure this project was built in accordance with all the required regulations and standards. This component of the project included multiple stages of auditing with the exception of network auditing.

9. Creation of New Easement Plans

Based on the extensive Survey Data Balpara collected up to this point of the project, our team was able to draft and create the new easement plan for approval by Ausnet services and the titles office.

Balpara was engaged by Ramsay Civil Contractors to provide Detailing, Auditing, Survey and As-builts for the new HV conduits and kiosk location for new Melbourne Water Upgrade of O’Shannasay Reservoir.

Project Overview

The O’Shannasay Reservoir Pipeline is located south of O’Shannassy Reservoir, approximately 70 km northeast of Melbourne’s central business district. The area and surrounding land form part of the Yarra Ranges National Park.

As part of the O’Shannassy Dam Upgrade project and its Carbon Emission Reduction plan, Melbourne Water will be installing a new plug valve and mini-hydro generator. The latter will generate electricity from the transfer of water from O’Shannassy Reservoir and will supply electricity to the local Melbourne Water Infrastructure, with any excess exported to the electricity grid.

To meet required AusNet electricity design standards for the plug valve and mini-hydro, a new electricity supply is required. Balpara’s Accredited AusNet Auditing Team was brought on to provide Detailing, Auditing, Survey and As-builts for the various new conduits and the new kiosk slab location from which power will be drawn.

Balpara is also required to set out trenches for underground conduits, explain VEDN Auditing requirements, provide the Detailing of installed assets and capture onsite information.

Project Scope

Assisting in the coordination of contractors and explaining AusNet’s VEDN Auditing requirements to ensure
they comply.
The Drafting of as-builts, ensuring they adhere to Ausnet Standards.
Completing the Detailing of installed assets and capturing of information onsite.
Setting out the trenches for the new underground conduits.

Providing Detailing, Auditing, Survey and As-builts of:

The conduit for the 1.1 km high voltage supply cable from the east side of the Yarra River to the mini-hydro site.
The 50mm conduit for the communication cable in the power cable common trench from the east side of the Yarra River to the mini-hydro site.
The conduit for an Ausnet HV electrical connection from the site substation to the closest overhead power cable pole.
The new kiosk substation foundation and installation, and capping of conduits into slab.

Balpara was engaged by Arup to provide road lighting consultant services for the Bunyip Station Works on the Gippsland Line Upgrade Project (GLU).

Project Overview

The GLU project will see the upgrade of 4 regional stations - Bunyip, Longwarry, Morwell and Traralgon - in order to deliver more frequent and reliable train services to the growing communities of Gippsland.

In line with Department of Transport lighting requirements, Balpara was appointed as the external accredited road lighting consultant to develop the street lighting design for the new south entrance to the station along Nar Nar Goon – Longwarry Road.

Balpara’s contribution to this project ensured public lighting designs were completed in accordance with the Department of Transport, Baw Baw Shire Council and the Power Supplier requirements.

Project Scope

Performing an initial internal consultation to identify and confirm DoT lighting requirements.
Undertaking and documenting the lighting design (in assessment with existing conditions) and associated electrical design along Nar Nar Goon – Longwarry Road in accordance with regulatory requirements.
Considering specific lighting requirements to the new pedestrian crossing and station entrance while assessing lighting impacts to adjacent roads and properties.
Developing and presenting a preliminary design final design, including a report, electrical drawings and specification for formal submission to council, DoT and power supplier.
Assisted in coordination with all relevant authorities including Arup, DoT, Council and Power Newtork.
Coordinating with existing and proposed services, including clearance to any existing overhead lines.
Submitting a pre-Issued for Construction (IFC) submission to close out all final design remaining comments.

Balpara was engaged by Hume City Council to provide a cohesive delivery of Feature Survey, AS3000 Lighting Design, Utility Connection Design and Project Management for the Melrose Drive Activity Centre.

Project Overview

The Melrose Drive Activity Centre Tullamarine, located between Broadmeadows Road and Sycamore Avenue, underwent significant renewal works that were completed in 2009. As part of Council 2021/22 Capital Works Budget, Melrose Drive Activity Centre will receive the installation of fairy lights on four large established trees adjacent to the alfresco dining area.

Balpara's Engineering Team has been appointed to perform a safety lighting assessment and lighting design, establish the power supply and servicing requirements, and project manage the installation of fairy light fixtures on the allocated trees.

As the civil base plan was not previously designed, Balpara was able to offer our Feature Survey services at the last minute to assist in the smooth delivery of the project.

Balpara’s contribution to this project will ensure the public lighting designs are completed in accordance with Hume City Council requirements and are in line with AS1158 and Jemena utility standards.

Conducting a site investigation to determine appropriate point of power supply.
Completing a Feature Survey of site, due to absence of existing electrical and lighting asset information.
Preparing and presenting the concept lighting design for fairy lights (in line with AS3000 and AS/NZS 1158) for Hume City Council review and discussion.

Balpara was engaged by United Energy to conduct a feature survey and ground penetrating radar (GPR) survey at the Frankston South Zone Substation and Hastings Zone Substation.

Project Overview

United Energy is replacing the entire secondary system of the zone substations with a new protection and control system. This is to be housed in a new prefabricated control building, while the existing control building will be demolished upon completion of the project.

Balpara was tasked with performing the feature survey component of the requisite site investigation, which involved cable tracing, underground service detection, identifying existing drains, service trenches and exposed services, and more.

For regulatory purposes, Balpara was also enlisted to identify the level of a 1:100-year flood event and provide the flood level contour to satisfy council regulations.

Project Scope

Identifying existing permanent marks, benchmarks and control points and confirm location.
Defining temporary benchmarks in the required areas.
Identifying spot heights at appropriate intervals to accurately define the shape of the terrain.
Locating any existing equipment plinths and pedestals, including top of concrete, surface level, extent and location.
Identifying existing drains, service trenches, exposed services, existing fence alignment, gates and fence construction.
Performing underground services detection to identify any storm-water drainage, sewerage, gas, telecommunications assets, electrical conduits and more.
Carrying out cable tracing and identifying HV cables within the Zone Substation.
Utilising documentation received from Dial Before You Dig to find other utilities’ assets within close vicinity of existing UE feeder cables.

Balpara was engaged by Winslow Civil Construction to complete NBN construction for this large urban development project, alongside project management requirements.

Project Overview

Balpara has previously provided a range of services for earlier stages of the Grand Central Estate development , including electrical and NBN design, public lighting design, project management, detailing and pre-Powercor auditing services. Balpara's services were again requested for stages 9 and 10 of the large multi-stage Tarneit development, seeing our team provide NBN construction, electrical design, drafting and project management services.

Balpara was tasked with the electrical design on construction drawings for all lots while complying with technical standards, and producing detailing and as-built drawings in line with applicable standards. This plan showed the full extent of the main local duct, local network pits, local lateral duct and ‘starter pipe’ that were required, and formed the basis for telecommunications construction tenders.

Our team was responsible for project managing the implementation of the electrical infrastructure, as well as coordinating the of tendering for electrical contractor in conjunction with the civil contractor.

Project Scope

Creating the NBN Fibre Distribution Hub locations concept plan to ensure sufficient space was allocated and that all locations satisfied the NBN Co's comprehensive criteria list.
Designing individual stage telecommunication ‘pit and pipe’ to NBN Co standards.
Creating and submitting an application and plans for formal approval to the relevant authority.
Constructing the pit and pipe network.
Completing and submitting as-built plans for approval to NBN Co.
Coordinating works between the civil and NBN installation contractors to ensure the works progressed in a timely manner that minimised risks.
Requesting and overseeing the final compliance audit by NBN Co.
Receiving audit results from NBN Co Approved Auditors and advising civil contractors of any rectification works required.

Value Add

Balpara was able to offer a range of services to the client, effectively fast-tracking the process. Our previous work on earlier stages of the project additionally gave our team greater knowledge of the site, allowing for faster identification of issues and their resolutions.

Railway Carpark Public Lighting Structural Integrity Assessment

Balpara was engaged by SMEC Australia to conduct a site investigation at the Upper Ferntree Gully Railway Station car park, and perform a structural integrity assessment of the public lighting poles on site.

Project Overview

We were tasked with performing a thorough site investigation and structural integrity assessment based on the relevant Australian Standards and Supplements.

Balpara managed the investigation and reporting on the structural integrity of nine reinforced concrete power and light poles, which were evaluated to determine whether they could support additional loading of CCTV electrical cables.

These reinforced concrete poles are estimated to be 70 years old, and no structural designs or specifications were made available to determine the structural composition, footing type or depth of the poles.

Project Scope

Measuring poles for deflection by connecting towing straps, a hanging scale and a vehicle to the pole, and applying pressure of over 300kg for several minutes.
Conducting lateral deflection using a spirit level to determine the amount poles were leaning out of plumb.
Assessment of site area to identify terrain or infrastructure that might inhibit structural integrity of the poles, such as drainage culverts and slopes.
Surveying of overhead powerlines to check for sag and ground clearances.
Preparation of structural integrity assessment report outlining works performed and recommendations regarding the ability of poles to bear additional load.
Ensuring tests were carried out in line with Australian Standards and Supplements.

Value Add

The client initially believed many of the poles would need replacing or reinforcing. However, after investigation, Balpara determined that eight of the nine poles would be able to structurally support additional loading of electrical cables. This saved significant time and money for our client.

Relevant Accreditation/Quality Standards

All work was performed based on Australian Standards and Supplements AS4100-2020, AS1170.2-2011, AS1798-2014 and AS3600-2018, and poles were assessed by a Certificate II qualified Asset Inspector. This project was undertaken adhering to all VESI training requirements and best practice surveying techniques.

RACV Resort Electrical and Communication Infrastructure Upgrade

Balpara was engaged as the primary electrical engineering and design consultant for the AS 3000 electrical upgrade of RACV Resort’s Inverloch accommodation.

Project Overview

Balpara was tasked with the electrical engineering and communication design for the upgrade of RACV’s Inverloch Resort, located south-east of Melbourne. The scope of design for this urban development consisted of 17 double bedroom cabins and six single bedroom cabins.

After performing Maximum Demand investigations, Balpara recommended sourcing the new electrical infrastructure supply from the main electrical switchboard located next to the Kiosk Substation. Due to the remote location of the new cabin upgrade, this meant having to run approximately 600 metres of large electrical sub-main cables from the main switchboard to the new cabin site. To do this, Balpara had to negotiate existing infrastructure in order to find an acceptable cable route.

Project Scope

Performing maximum demand investigations to determine electrical capacity of the main switchboard
Devising an AS 3000-complient full electrical design of sub-main cables.
Detailing as-built drawings of electrical infrastructure in line with AS 3000 standards.
Conducting earthing design and field-testing studies to ensure new system satisfied utility requirements.
Maintaining drawing register throughout the project.
Carrying out full communication design for each cabin upgrade.
Undertaking negotiations with the relevant utility to source additional supply requirement and achieve economical results for the client.
Conducting regular site visits to ensure timeframes were met as part of our project management service .
Acting as the primary electrical engineering and design consultant throughout the duration of the upgrade.

Value Add

Balpara's electrical engineering and design expertise saw our team able to reduce the electrical load required for the cabins. As a result, this will decrease demand charges, creating a more cost-effective energy solution for our client.

Balpara was engaged to perform a geotechnical assessment and soil testing for Stage 2 of the Southeast Business Park site in Pakenham.

Project Overview

As part of the Business Park’s Stage 2 development, Balpara provided a geotechnical assessment report and facilitated soil testing to determine the suitability of future works at this industrial and commercial development.

The geotechnical assessment involved the drilling of six horizontal boreholes, which were drilled at approximate locations along Henty Street, which runs parallel to the rail tracks. Soil samples were collected from each of the boreholes for geotechnical classification. Findings were prepared in a detailed report along with recommendations regarding bearing, soil strength and founding depths for the proposed works.

Project managing the extraction of soil samples from each borehole for laboratory testing to determine soil classification and profiling.
Classification of the site based on site investigation, geology and topography of the area.
Preparation of geotechnical report containing recommendations regarding appropriate founding depths, excavatability, side support and suitable vertical bearing pressure for the proposed works at the industrial and commercial development.
Preparation of material parametres based on results from laboratory soil testing.
Proposing parametres regarding retaining structures based on the soil classification that was identified on site.

Beneath Melbourne CBD’s roads and footpaths lies an engineering marvel: the intricate electrical infrastructure powering the city. Consisting of a maze-like labyrinth of sub-transmission powerlines, substations and underground tunnels, this is a world that goes largely unseen by the hundreds of thousands of workers, visitors and residents that move through the city each day.

On one of Balpara’s most recent LiDAR projects, our team captured this rarely seen environment through a series of incredible 3D laser scans.

The Project – The Celestial Avenue Zone Substation Upgrade, Melbourne, Victoria

The Celestial Avenue (WA) zone substation provides power to a portion of Melbourne’s central and eastern CBD. Supplied at 66kV via sub-transmission lines originating from West Melbourne terminal station and Brunswick terminal station, the substation consists of two 66/11kV 20/27 MVA transformers and one 66/11kV 20/30 MVA transformer.

For transformers of this type, the average time for the onset of critical degradation is typically 60 years, however when taking into account the impact of duty, this reduces to 54 years. Celestial Avenue’s number one and two transformers are currently 56 years old. Following a condition-based risk management analysis, it was determined that these transformers will reach their end of life within next five years.

Balpara’s Involvement

As a result, Citipower is replacing the current transformers with CP-2 type power transformers and requested Balpara’s 3D laser scanning services to ensure correct and safe excavation and installation of the new assets.

By scanning the above ground area, Balpara’s team was able to confirm the clearance by which the old equipment could be removed and the new transformers installed. Scanning was also completed outside the building to evaluate the clearance for transportation, and throughout the underground tunnels to assist in design of the electrical routing.

Furthermore, with the aim of improving the new transformer’s lifespan, it was decided to reposition two radiators in order to make better use of the natural airflow and avoid the use of forced ventilation. To determine the best design for the new radiators, Balpara was responsible for scanning the oil tank to evaluate the best positioning.

This is just one of the many survey services that Balpara provides to utilities.

Upper Yarra Dam Reservoir Upgrade

Balpara was engaged by Seymour Whyte to provide Detailing, Surveying and VEDN Auditing services to Melbourne Water’s dam upgrade.

Project Overview

Located 5 kilometres east of Reefton, Melbourne Water’s upgrade of the Upper Yarra Reservoir Dam will ensure the continued integrity and stability of the dam wall, so the reservoir can continue to supply world class drinking water to Melburnians.

In accordance with AusNet power standards, Balpara is providing Detailing, Surveying and VEDN auditing services to aid in the installation of a new High Voltage (HV) line and kiosk for the dam, while also running conduit lines from the top of the dam to the bottom.

Project Scope

Completing the electrical design for the installation of HV powerline, determining the most effective and efficient route for the underground power cable.
Providing electrical designs and detailing as-builts for the new kiosk at the site.
Surveying of trenches to ensure correct depth and alignment of HV powerlines in accordance with designs.
Using advanced technology including Robotic Total Stations and GPS field systems to ensure accuracy to within ±20mm.

Balpara was engaged by the Rail Infrastructure Alliance for our comprehensive powerline survey and electrical engineering services. Our expertise was requested to complete a review of proposed design clearances as part of the Sunbury train line upgrade. This was to ensure the Rail Overhead Line Equipment (OHLE) cables and structures achieved statutory clearances to the powerlines crossing the rail corridor at every location necessary for the extent of the train line in Jemena’s Network region.

Using power distribution design and survey techniques, Balpara verified the clearances at all Jemena overhead powerlines using electrical distribution industry design calculations and software. These checks ensured all clearances meet power utility standards for safety.

The $2.1 billion Sunbury Line Upgrade will see a combination of power upgrades and platform extensions to support High-Capacity Metro Trains travelling through the Metro Tunnel.

Completing a full survey of existing powerlines and conductors, including a sag and sway assessment, to allow for a comprehensive review of electrical design.
Surveying several consecutive spans of conductor for the design software/standards used in the power industry to be calculated correctly.

Balpara was engaged by Yurika to complete a sub-transmission line design package, including design reports and all applicable detailing and drafting, to enable the construction of the 66kV distribution feeder and 33Kv feeder between the Glenrowan West Solar Farm Substation and the Glenrowan Terminal Station.

Project Overview

Located in Central North Victoria, the Glenrowan West Solar Farm will convert energy from solar radiation into electrical energy through a series of photovoltaic (PV) solar modules and DC to AC inverters. This is a single axis tracking project, consisting of over 373,000 solar panels that will generate enough electricity to power the equivalent of approximately 41,000 local homes and prevent 110,000 tonnes of CO2 emissions.

Balpara was sought out for this project due to its extensive electrical engineering, distribution design and substation design experience. Our team was responsible for the creation of a sub-transmission line design package that will enable the construction of both 66kV and 33kV powerlines in accordance with AusNet connection agreement and standards.

Providing double circuit 66kV and x3 circuits of 33kV overhead powerline site survey.
Completing survey design calculations, including aerial earth and aerial ADSS fibre optic cable, to enable the construction of the transmission lines in accordance with Ausnet connection agreement and ESI standards.

North East Link Asset Set-Out Survey

Balpara has been engaged to perform various asset set-out survey tasks for Melbourne’s North East Link Freeway Project to ensure correct construction of underground and overhead utility assets.

Project Overview

The North East Link project creates a new 11 km connection between the M80 Metropolitan Ring Road at Greensborough and the M3 Eastern Freeway at Doncaster. The project aims to reduce travel time by 35 minutes, take up to 15,000 trucks off local roads and see the creation of new walkways, bike paths and Melbourne’s first dedicated bushway.

Balpara is helping to bring the 3D designs of CPB and Cardno to life, undertaking a set-out survey for future trenches to ensure the safe and effective construction of HV powerlines. Due to the presence of high-pressure gas mains along Greensborough Road, Balpara provided these surveying services with the utmost care and precision to ensure safe construction.

Once trenches are dug, Balpara will also survey each trench, ensuring they are accurate to the 3D designs; correct in depth and alignment.

Project Overview

Decorative Public Lighting Poles Audit, Waterways Estate

Balpara was engaged by Kingston City Council to test and evaluate the integrity of 39 decorative public lighting poles in Waterways Estate.

Project Overview

As part of maintenance work on its electrical infrastructure, Kingston City Council enlisted Balpara to perform an audit of 39 decorative light poles located within Waterways Estate, an area which is made up of man-made wetlands and lakes in the middle of a residential estate.

As with any electrical infrastructure, these light poles require periodic inspection, however their proximity to water make them particularly susceptible to corrosion and rust.

Project Scope

Testing for structural damage, including broken welds, tampering, nut loosening, missing covers, internal or external corrosion, and foundation problems.
Utilising a shell thickness indicator to determine existence and extent of any interior decay.
Assigning each of the 39 light poles with a rating in a condition report with recommendations on each.
Assessing the base of each light pole for structural integrity.
Providing guidance on when the next audit should be conducted to ensure optimum performance.

Value Add

The client initially believed many of the poles would need replacing, however after investigation, Balpara determined that in many cases it was only the decorative collar of the light pole that had acquired rust, while the rest of the pole still maintained structural integrity. This saved significant time and money for our client.

Mordialloc Freeway Full Network Audit

Balpara was engaged by Lendlease to provide full network auditing services for Stage 1 and 2 of the Mordialloc Freeway. This multifaceted electrical engineering project saw Balpara provide a wide range of our capabilities to the client.

Project Overview

The Mordialloc Freeway is a large multi-stage project designed to improve travel times and ease congestion in Melbourne’s south east, and includes bridges, ramps, cycling paths and intersections. Balpara was involved in Stage 1 and 2 of this project, which saw us conduct works around Springvale and Centre Dandenong Roads.

Market survey: engineering employers & employees responses to COVID-19

There is no doubt that coronavirus has had a radical effect on engineering employers and the job market, with many organisations needing to quickly make changes to adapt to the these testing new circumstances. To better understand the impact of COVID-19 on engineering employers and jobs, Bayside Personnel, part of Balpara’s parent company Bayside Group, conducted two surveys, one targeting employers and the other employees.

Given the constantly changing nature of the pandemic, it’s important to provide context for this Market Impact Survey. Results were collected over a four-week period during September and October 2020. Victoria was still experiencing more than 50 coronavirus cases per day when the survey started, however cases were trending downwards. While the rest of Australia maintained low numbers throughout the time the survey was conducted, there was concern about a potential outbreak in Sydney.

Balpara has collated some insights from this Market Impact Survey that we thought would be of most interest to our audience. This data outlines employees’ responses to changes made by organisations, how employers were affected by project cancellations and delays, and their outlook for the future.

What changes were made that employees would like to see continued?

When it came to changes engineering employers made as a direct response to the pandemic, there were a few that across the board garnered a lot of support from employees. The survey found that flexibility in work locations, or simply working from home has been an overwhelmingly popular change, and during the time of the survey almost two thirds of respondents were working from home. Only one quarter were working on-site, with the remaining a combination of the two.

Other initiatives employers implemented that sat well with their workforce, in order of popularity included:

Job security and business confidence

One third of employers said there weren’t any factors causing delays or cancellations of projects, which is a great outcome given the situation. Those who responded as being impacted by delays or cancellations said it was due to either a decrease in government funding, delay in approvals or less staffing levels to complete the projects.

Changes to staffing levels moving forward

The staffing outlook for engineering companies was fairly positive, with 20% looking to increase levels in the coming months, and half saying they will retain their existing staff. Those expecting additional cuts made up only 11% of responses. Half of those who did expect further cuts work in mining , oil and gas. Furthermore few employers said they would look to engage former employees, suggesting that it was poor performers who were targeted in the cuts.

Outlook for the future

76% of employers said they expected no change or had a positive outlook for the future, despite almost all of this group experiencing some reductions in staff. Though the majority of these cuts were in administration or with casual, rather than operational cuts. Half of those who had a negative outlook were based in NSW, and almost 80% of people who responded this way had seen staff decreases for their organisation.

What was learnt

We will be working in an uncertain environment for some time, so making hard and fast predictions isn’t completely viable. However, we can deduce that employers surveyed have been successful in communicating with their employees and effectively given them some level of security and hope for the future where they can. The majority of employees who were happy with employers’ response to the pandemic cited communication as the reason, whether that be through systems, management, teams or collaboration.

Underbank Estate Sewer Pump Station

Balpara was engaged by Urban Design and Management to provide electrical engineering and design services to the Sewer Pump Station located in the Underbank Estate, Bacchus Marsh.

Our electrical engineering and design team was required to assess the electrical demand and requirements of the water utility, after which they were able to design a suitable electrical supply.

Project Overview

After the Underbank Estate’s electrical infrastructure works were constructed, the initial designs of the Sewer Pump Station changed. Balpara worked collaboratively with Powercor and the project team to come up with a solution that minimised re-work to the existing electrical supply while still providing efficient and effective supply for the sewer pump station.

Provide recommendations of asset relocation in accordance with AS3000 design rules.
Determine if switchboard capabilities were in-line with requirements for the development.
Conduct electrical supply investigation to the pump station.

Balpara was engaged by Powercor to examine six regional Victorian substations as part of the Rapid Earth Fault Current Limiter program (REFCL). This included feature survey, LiDAR scanning, GPR, geotechnical investigations and soil testing and analysis for targeted regional zone substations.

Project Overview

As part of the Victorian Government’s program to reduce powerline-related bushfires, the REFCL program has been established to operate like large, strategically positioned safety switches in targeted areas of Victoria’s electricity network, reducing the risk of fires starting from powerline faults.

Balpara's team was required to provide a range of services to this project. Our use of the latest technology allowed us to offer exceptionally accurate 3D laser scanning data, while the use of GPR saw us able to provide accurate asset location services. The client also required soil testing, soil contamination analysis and geotechnical services, which Balpara completed to ensure the site was fit for use.

Project Scope

Identifying existing permanent marks and benchmarks and confirming location and levels of each to tie in our substation feature surveys to established survey grid.
Identifying spot heights at appropriate intervals to accurately define topographical contours of the terrain, as well as surveying existing drains, service trenches, exposed services and underground services detection marks.
Creating detailed feature survey drawings including benchmarks, structures, and underground services.
Imagery and geo-referenced terrestrial LiDAR capture for RGB colourised point cloud.

Ballarat Base Hospital Development

Balpara was engaged by Powercor to contribute to the development of the new Ballarat Base Hospital upgrade, a major commercial development for the regional Victorian city.

Project Overview

This commercial development involves the creation of a new emergency department, at least 100 additional beds and several new wards for the Ballarat Base Hospital.

Powercor engaged Balpara to oversee the classification of the site, which was based on geological maps, aerial photography study and reports, to enable appropriate engineering design. This was the second component of a two-part delivery provided by Balpara for this significant commercial project.

Project Scope

Overseeing the surveying of site surrounds, including water, drainage and terrain.
Arranging for soil testing, soil classification and the provision of a profile assessment report.
Identifying abnormal moisture conditions on site and making geotechnical recommendations for grading and drainage to avoid exaggerated soil movement.

Balpara was engaged to work on Grand Central Estate, a large multi-stage land and urban development project located in Tarneit. Project Overview

With significant investment, this high-profile residential and commercial estate required Balpara to assist in upgrading Sayers Road, transition existing overhead powerlines to underground, ensure the development was NBN ready and design public lighting for a major road at signalised intersections.

This was a complex project requiring Balpara to negotiate on behalf of three major developers, alongside the council and utilities to resolve external issues.

Complete comprehensive initial broad-scale Underground Reticulation Design (URD Design) that took into account the neighbouring estates.

Major infrastructure investment to boost Australian economy

The current pandemic has created a significant uncertainty for Australian industries, seeing the shutdown or downsizing of many businesses to stay afloat. However, as restrictions begin to ease in some states and a tentative light at the end of the tunnel begins to emerge, with the government now looking at ways to stimulate the economy, with its focus on creating new opportunities within the infrastructure space.

Known as the JobMaker plan, this will see the Federal Government fast-track investment in some of the country’s most critical infrastructure projects, including the Inland Rail, the Marinus Link, the Olympic Dam extension, NSW emergency town water projects, and road, rail and iron ore projects in Western Australia.

Prime Minister Scott Morrison announced the JobKeeper plan, saying its purpose would be to get Australian businesses "out of ICU" after coronavirus restrictions led to many taking significant hits to their bottom lines and relying on the Government's JobKeeper scheme to stay afloat.

The $1.5 billion package will be allocated to priority projects as identified by states and territories, with $1 billion of this dedicated to projects that are ‘shovel-ready’, and $500 million reserved for road safety works targeting metropolitan, regional and rural areas across the country.

Investment will not only be directed to transport infrastructure, but also to water infrastructure to secure supply and underpin agricultural expansion, telecommunications services, the electrical infrastructure required to remove bottlenecks in Australia’s electricity grid, and advance manufacturing, particularly in regional areas.

Infrastructure key to economic rebound

The Federal Government’s announcement has made it clear that investment in these major infrastructure projects is at the centrepiece of its plan for Australia’s economic recovery post COVID-19. In fact, by the end of the 2019-2020 financial year, the government will have invested more than $24 billion into infrastructure across key government portfolios.

This reliance on infrastructure for economic growth and stability however, came well before the pandemic hit Australia’s shores. Since November 2019, the government has worked with state, territory and local governments to bring forward or inject additional investment totalling nearly $7.8 billion. Such investment includes $1.75 billion in additional funding for Metro Western Sydney Airport (fast-tracking a nearly $11 billion project that will support 14,000 jobs in Western Sydney), $500 million in new funding to undertake local road and community infrastructure upgrades, and $4.2 billion for joint priority projects with the states and territories.

Fast-tracking the system

It has already been identified that assessment and approval times for major projects has been a big hurdle for the Australian infrastructure sector. In fact, according to departmental estimates, delays associated with these approvals cost industry over $300 million just in 2019 alone . Since this economic impact of delays has been highlighted, the Commonwealth has taken steps to cut project approval times under the Environment Protection and Biodiversity Conservation Act. At the end of 2019, approval decisions took 90 days on average, while today they take just 40. However Mr Morrison says the goal is to reduce these times by a further 25 percent by the end of 2020.

A focus on ‘shovel ready’ projects

This investment in infrastructure shows it has been identified by the Australian government as the best way to stimulate the economy, and is one of the best tools at its disposal. This is a contrary belief to some economists across the developed world who have turned against public works spending as a form of fiscal stimulus, deeming they can take too long to make any short term difference to the economy.

However, the Australian government’s aim to fast track projects, as well as attend to projects that are ‘shovel ready’ could in fact have extremely positive economic outcomes in the short term.

Winton Solar Farm

Balpara was engaged by Yurika to complete a sub-transmission line design package, including design reports, drawings and certifications, to enable the construction of the 66kV transmission line between the Winton Solar Farm Substation and the Glenrowan Terminal Station.

Project Overview

Located near the Glenrowan Terminal Station in Central North Victoria, the Winton Solar Farm will convert energy from solar radiation into electrical energy through a series of photovoltaic (PV) solar modules and DC to AC inverters.

Balpara’s contribution to this project ensures the creation of a sub-transmission line design package that enables the construction of the 66kV line in accordance with AusNet connection agreement and standards.

Monash University Hockey Pitch Lighting

Balpara was engaged through Monash University’s Maintenance division to perform a thorough asset assessment to determine and report on the structural integrity of six steel lighting poles around each hockey pitch at Monash University’s Clayton and Peninsula Campuses. The light poles were to be evaluated to determine if new LED light fittings could replace the existing light fittings.

Project Overview

The steel light poles around the hockey pitches were estimated to be over 20 years old, with no records or plans of the poles made available to assist with Balpara’s investigation.

Using soil testing and geotechnical capabilities, Balpara was able to assess the soil, existing footings, piles and poles to determine whether the existing poles met the necessary requirements to install heavier replacement LED fittings. Balpara’s primary focus was to assess the wind load and sail area of the existing poles and engineer a solution for the new LED lights selected to meet AS 2560 2007 Lighting Code.

Project Scope

Complete an asset inspection of the structural integrity of each pole from above through the use of a drone.
Examine the light poles from base level including foundations, bolt integrity, corrosion and rag bolt cage.
Undertaking an independent audit to identify non-conformances.
Structural analysis using STAAD Pro software.
Wind loading computations based on LED lighting specifications from manufacturer.
Produce comprehensive asset inspection analysis resulting in the determination that the poles were unfit for purpose.
Consulting with the client to develop a cost effective solution.

While the poles were identified as unfit for purpose, Balpara assisted the client in engineering cost effective solutions that would instead meet the current AS 2560 2007 Sport Lighting Code Standards. This ensured our client remained compliant while still ultimately achieving the desired outcome.

Mentone Level Crossing Removal

Balpara was engaged to provide detailing and VEDN auditing services for the Balcombe Road section of the Mentone Rail Cross Removal project, a significant rail removal project in Melbourne’s south-east.

Project Overview

Following community consultation, planning and engineering advice, this particular rail crossing removal project will see the rail line lowered into a rail trench, with roads to be rebuilt at their current level. The level crossing is set to be removed by late 2020.

A new Mentone Station will be built as part of the project, as well as more than three kilometres of walking and cycling paths connecting the Mentone and Cheltenham station precincts. It will also include landscaping, and improved lighting, accessibility and car parking.

Balpara’s role involved VEDN auditing and detailing of the electrical cables. Our team was also required to provide detailing of the electrical assets being relocated and assist in the asset location.

Bushfire Mitigation Powerline Replacement Program

Over the last six years, Balpara’s surveying team has been extensively involved in this major government fire prevention initiative, seeing us work alongside Powercor across Western Victoria. Our experience in electrical engineering, asset location and assessment, detailing, drafting, sag and sway assessments and electrical project management has seen our team sought out for the duration of this ongoing project.

Project Overview

Balpara has provided continued assistance in this ongoing program that involves removing hundreds of kilometres of dangerous or old overhead powerlines in ‘high risk’ bushfire areas. These are then replaced with high voltage underground electrical cables, installed using advanced drilling equipment with almost zero environmental impact or disturbance. These electrical cables are required to service entire regional suburbs in each project area.

To date, Balpara has been involved in over 300km of underground electrical cable installation and is set to be involved in another large section throughout 2020.

Project Scope

Feature surveying of electrical cables and associated roads, fences and boundaries in sections of every 3 – 10 metres for up to 50km per regional suburb.
Production of As-Built drawings using processed survey results for every 3 – 10 metre section correct to MGA coordinates.
Approximately 500 As-Built drawings delivered per regional suburb, providing accurate asset locations for future maintenance and safety.
Produce works to within ±20mm accuracy to MGA coordinates ensuring information can be used by ‘dial before you dig’ to prevent high voltage cables being struck by future civil works.

Balpara was engaged by a civil consultant to provide public lighting design and electrical project management for the development of the new Tarneit Road and Hogans Road intersection. This project was part of Wyndham City Council’s larger duplication works. During the construction phase, Wyndham City Council also requested Balpara's auditing services, seeing us conduct the pre-final audit.

Project Overview

Wyndham City Council’s $6 million project saw the duplication of Tarneit Road in order to improve road safety and reduce traffic congestion in the area.

As part of this project, a new major intersection was developed, which involved moving existing lighting poles to enable road construction, as well as the relocation of two major water mains that were situated centrally in the centre median, making pole placement challenging.

As well as providing public lighting design for the project in-line with Powercor standards, Balpara's team also provided auditing services, PM2 project management, aided in asset locating, and provided detailing and drafting expertise with the review of As-Built designs.

Upgrades of the Hay and Milligan Street substations were required due to significant residential and commercial growth in Perth’s CBD. Balpara was engaged by Daly’s Constructions to devise an electrical design, including detailing As-Builts, 3D laser scanning and drafting, for the installation of this 2km 132kV transmission cable. All electrical engineering was performed in accordance with Western Power standards.

In addition, Balpara provided the electrical designs for two new joint bays and a structural cable support design, as well as assisted in the substation design by providing 3D laser scanning and drafting of the substation layouts.

Project Overview

Balpara was selected for this project due to our electrical engineering expertise, which is demonstrated in our ongoing success on the Melbourne Security project for Daly’s Constructions and CitiPower.

The new Waratah Place substation forms a major part of the Metro and CBD Security of Supply project, which is intended to meet increased demand from residential and commercial growth, as well as improve the reliability of the supply.

Following our initial work with Daly’s Constructions on this project, Balpara was engaged to work with CitiPower to complete the new substation design, which involved providing electrical detailing and drafting services, alongside our 3D laser scanning, which can provide enormous quantities of data to within +/- 1mm accuracy levels when required.

Balpara was engaged by Wyndham City Council to conduct an asset inspection and assessment of the public lighting of the reserve footpath located next to Wyndham Vale Railway Station. This project was for the purpose of discouraging crime and increasing safety in the area.

Project Overview

As the reserve footpath located next to Wyndham Vale Railway Station was experiencing incidents of crime, the Council engaged Balpara to investigate the existing public lighting design along footpath.

Balpara completed a lux light reading that confirmed the dark spots in the reserve and identified that the footpath did not comply with Australian AS/NZS 1158.3.1:2005 lighting codes. Balpara then proposed an AS 300 compliant public lighting design solution that would achieve compliance and establish new lighting poles at the reserve entrance that would provide sufficient light to this critical location. This lighting design also aimed to minimise spend by recommending energy efficient lighting and spacing, resulting in a cost-effective solution.

Performing onsite lighting level tests to determine the effectiveness of the existing public lighting design.
Engineering a cost-effective, reliable public lighting design solution to reduce crime and increase safety.

Balpara was engaged by Powercor Network Services to provide geotechnical soil testing services at the Ballarat North Zone Substation. Balpara's team performed a Soil Contamination Assessment as part of an initial investigation necessary to categorise soil for off-site disposal. The geotechnical soil testing work was carried out prior to site engineers commencing trench excavation to allow for the installation of new underground assets.

Project Overview

Ballarat North Zone Substation now supplies twelve distribution feeders (22kV) which supply the Ballarat CBD and the area from Clunes to Daylesford.

This project covered the migration of this substation system to a resonant earthed network and required the installation and operation of a ground fault neutraliser. Balpara was engaged to categorise the soil contamination at 19 substation locations and perform a thorough Soil Contamination Assessment to correctly categorise soil for off-site disposal.

Project Scope

Worked collaboratively with on-site personnel to locate the boreholes necessary to complete the geotechnical soil testing objectives.
Provided detailed bore logs indicating the subsurface conditions encountered during the soil sampling.
Conducted a Soil Contamination Assessment and laboratory analysis of 19 soil samples.
Created a comprehensive report evaluating data and recommending suitability of the soils for reuse and disposal.
Facilitated concrete and road pavement cutting activities to enable access to soils.

As Balpara's initial geotechnical soil testing revealed levels of arsenic in the soil, a larger area of testing was undertaken. Following this, our team determined that the arsenic levels were due to natural enrichment from the known gold mining region. Soil was therefore categorised and deposited as landfill, resulting in significant financial saving for our client.

Cherry Tree Wind Farm Project

Balpara was engaged by Lend Lease with the endorsement of AusNet Services to provide powerline surveying services and electrical design services to establish a new fibre optic cable route as part of the new Cherry Tree Wind Farm project. This 40km cable will increase the reliability of the AusNet Services electricity network and help to measure and control the power being distributed in the area as required by the addition of the new wind farm.

Project Overview

Located between Seymour and Yea, the new 16 turbine Cherry Tree Wind Farm required a new 66kV powerline connecting into the existing powerline between these two towns.

This project is part of the government’s current push to increase the state’s renewable energy capabilities. The expected annual generation output from the wind farm will equate to powering 37,000 average Victorian households, avoiding the emission of 200,000 tonnes of CO2 annually.

Project Scope

Providing powerline surveying services to asses an existing 40km powerline route for a new fibre optic cable.
Completing Electrical Survey Design Calculations for the proposed new fibre optic cable.
Electrical drafting of Balpara’s calculated design onto construction plans, to allow material procurement and all construction activities to commence.

This stage of the project was used to assess the most efficient way to supply electricity to the building. The client also requested Balpara’s 3D laser scanning services to accurately survey the hangar rooftop and its surrounding area.

Project Overview

Through utilising Balpara's electrical design services, our client wanted to achieve a well-designed electrical distribution network that would assist in establishing and managing the underground electrical network alongside the embedded network utility. Balpara also performed 3D laser scanning works to establish a survey of the hangar rooftop to allow for further works.

Balpara’s contribution to this project ensures accurate electrical design and supply, and provides detailed surveys from the 3D laser scanning work.

The Underbank Estate has been designed to be a natural extension of Bacchus Marsh, with convenient walking trails and road connections. Balpara was engaged to provide auditing services, alongside electrical detailing and drafting for the Aviation Road section of this significant rail crossing removal project in Melbourne's west. This is the 30th level crossing to be removed as part of the Melbourne-wide Level Crossing Removal Project, many of which Balpara has been involved in.

Project Overview

A bridge over the Werribee line at Aviation Road was found to be the best design for this site, following community consultation, planning and engineering advice. The road bridge, a new walking and cycling path along Maher Road and improvements to the forecourt area will be delivered in the first stage of the project, with the level crossing to be removed by early 2020. More than 1000 concrete panels were installed and over 77,000 tonnes of fill material used to help create the new bridge. With about 140 passenger trains and lengthy freight trains passing through each day, the bridge’s opening means a safer, more reliable journey for the thousands of vehicles that travel through the area.

Balpara’s role involved VEDN auditing and electrical detailing of the electrical cables and assets being relocated throughout the project.

Balpara provided electrical project management consulting services for the City of Kingston in changing Mercury Vapour Street lighting to LED street lights over a period of six months.

Project Overview

Throughout the project, Balpara acted as the liaison between energy utility United Energy and the City of Kingston, sending weekly status reports on the energy efficient street lighting upgrades.

The City of Kingston planned to change 7,313 Mercury lights on Vapour Street to LED street lights over a period of six months. This equated to 280 light changes per week.

Balpara liaised with the Public Lighting Contractor on a weekly basis to ascertain which lights had been replaced. The team also measured the lighting level of 10% of the installed lighting (28 lights per week), to ensure that there was no reduction in light levels.

The new lights will save 55,000 tonnes of greenhouse gas emissions over 20 years, improve safety and light levels in local streets and reduce light pollution and glare.

Balpara was engaged by Daly’s Constructions Australia to devise an electrical design and as-built detailing for the installation of 66kV circuits at the new Waratah Place Zone substation.

Project Overview

Balpara's electrical engineering team was enlisted by Daly’s to devise an electrical design, including as-built detailing, for the installation of 66kV circuits at the new Waratah Place Zone substation in Melbourne’s CBD. The new zone substation forms a major part of the Metro and CBD Security of Supply project, the purpose of which is to meet increased demand from residential and commercial growth in the CBD, as well to improve the reliability of the supply across the city.

In accordance with CitiPower, Daly’s and local manufacturer standards, we devised a design which mapped the best route for the installation of the 66kV circuits, in addition to marking out joint bay locations in the CBD.

Following the demolition of the previous zone substation ‘W’, new foundational structures were constructed, upon which a new zone substation has been built. The next and final phase of the project is the installation of new electrical infrastructure, including 10 x 66kV circuits, at the Waratah Place Zone substation.

By overlaying the 3D model with the 3D point cloud (see image above), we identified that previously designed ventilation ducts would not meet utility clearance standards. This finding ultimately saved the project significant construction and materials costs.

West Gate Tunnel Project

The Westgate Tunnel Project is a large and multi-faceted project, with the aim of changing the way trucks access the port and the population moves around Melbourne. There are three key construction precincts as part of this project: West Gate Freeway precinct, Tunnels precinct and Port to City precinct. Balpara is involved in the West Gate Freeway precinct component.

The West Gate Freeway Precinct component involves upgrading and widening the freeway from 8 to 12 lanes. New express lanes between the M80 and the West Gate Bridge will reduce weaving and merging that leads to traffic congestion. The scope is enormous and carefully staged, with John Holland and CPB taking a key role.

Following consultation with United Energy, we were contracted to provide construction and project management services for the undergrounding of 22kV line and UE fibre optic cable.

Melbourne Metro Railway Project

Melbourne’s rail network is carrying more passengers than ever before, the fastest growing train lines are rapidly approaching capacity and many peak period services suffer from chronic overcrowding and unreliability. Demand is predicted to exceed capacity of current rail services during peak times and exacerbate overcrowding and delays.

Melbourne Metro is to provide a substantial uplift in capacity across the rail network. The infrastructure proposed for construction as part of Melbourne Metro:

Twin nine-kilometre rail tunnels
Five new underground stations, including two in CBD
A new transport interchange at Domain
Two rail tunnel portals (entrances)

Balpara's Surveying Involvement:

Determining the exact location of a new pit to ensure excavation will avoid all existing assets.
We set out major electrical pits being built and then survey the topography around them. These pits are constructed using 600mm diameter re-enforced concrete piles and their footprint can be up to 6 by 6 metres wide and 4 metres deep.
Preparation of an office based assessment of the previously surveyed locations of all existing electrical conduits and other assets already in the ground.
Completion of site visit and provision of millimetre accurate set-out point to allow civil crews to cut the exact design location of the new pit in the ground.
Establishment of fixed survey control points at strategic locations around the new excavation which are to be monitored daily throughout construction.
Monitoring of the control points to the nearest millimetre to record any movement or lack thereof in the ground.

The Balpara results are supplied to Citipower by Daly’s as evidence that they employ the highest standards in construction and that the surrounding areas are not affected by their works.

Balpara’s Design & Modelling Involvement:

A new station in Domain is strategically placed to ease pressure on the St Kilda Road/ Swanston Street tram corridor and will significantly improve access to key Melbourne landmarks such as the Shrine of Remembrance and Albert Park. Construction of a temporary power substation on the southern end of Edmund Herring Oval, close to Domain Road was required, which resulted in Balpara’s involvement. This substation will provide power for the tunnel boring machines required to build the Metro Tunnel.

What does our Accreditation involve?

The Victorian Electrical Distribution Networks (VEDN) is a committee of the Victorian Electricity Supply Industry (VESI) which is responsible for accrediting contractors who are involved in the civil aspects of underground electrical infrastructure. The objective of the VEDN is to develop, review and maintain an Accreditation and accompanying Quality Assurance System suitable for civil infrastructure contractors working in the Victorian Electricity Supply Industry (VESI). It also provides a forum to standardise and unify auditing requirements across the five Victorian Distribution Businesses, while also monitoring the performance of contractors to maintain the integrity of the accreditation and registration process.

Balpara is an Accredited Auditor in all Victorian networks and has the capability to complete all works to current electrical distribution network standards. We have strong working relationships with key providers and are the chosen providers of Electrical Infrastructure Worksite Inspections for AusNet Services.

Auditing Capability

Doncaster Pillars for ZNX | 1000+ pillars

The scope of this ZNX project was to replace pillars with pits near 600 houses to minimise risks.

Balpara was responsible for all the VEDN auditing, drafting and detailing of the project. In total 1,396 pillars need to be replaced by pits.

Low Voltage cables were dug up and cut in readiness for the joint to the pit. Service Straight Joints were installed and fed through the pit, where possible on the property boundary. Auditing activities were completed at every stage of the process.

We have performed auditing & detailing as part of Melbourne’s Level Crossing Removal Project, which will remove 50 dangerous and congested level crossings. Mernda Rail Extension Project Overhead Power line Survey Project

Balpara have been working directly for John Holland & KBR carrying out a complex overhead powerline survey. The project involved site survey and survey design, as well as construction plan drafting of the powerline route we were engaged to establish.

Project Scope

Our surveying scope was centred around a new 22kv powerline owned by Metro Trains running from Epping Train Stabling Yard to Epping Train Station, then along the rail corridor to South Morang Train Station.

The project required a detailed and complex survey including a multitude of steel stanchion frames inside the stabling yard. The site presented steep slopes and cliff-like areas were the rail corridor was dug-down below ground level, encroaching heritage listed trees, road bridges, creeks and many other challenging conditions.

We designed the locations of 43 poles along the 3.5 kilometre route.

Survey & Safety Considerations

The new powerline conductors were to be supported by a combination of new ground poles designed by Balpara and also ‘bolt-on’ steel masts added to the existing horizontal steel stanchion portal frames.

Drystone Industrial Estate Case Study

66kV CBD Security Project

One of Balpara’s biggest detailing projects to date. This project involved the installation of four 66kV circuits to three different Zone Substations around the CBD.

Station Street Marshall - URD Development Project

SCOPE OF THE PROJECT

Electrical Infrastructure Design

Once the Overall Estate Electrical Design was completed, a plan showing the full extent of conduit, electrical cabling, lighting and substations for each Estate Stage was delivered.

This Preliminary Plan was the basis from which electrical construction tenders could be sought.

The Preliminary Plan was drafted and a copy was forwarded to the client for feedback as well as to the local Municipality and VicRoads for lighting location approval. The Plan was then submitted to the Utility for approval.

Once approved by the Utility, an electronic copy of the plan was forwarded to the client as the final design.

Richmond Terminal Substation (RTS) Project

Located in Mary Street, Richmond, the RTS is an integral part of Victoria’s electricity infrastructure. It is one of several high voltage electricity terminal stations that serve inner Melbourne. It receives HV electricity via transmission lines which it converts to LV.

Electricity terminal stations have a finite lifespan, requiring upgrades after appr. 50 years. As the RTS was built in the 60s, it needed to be rebuilt and modernised. The upgrade involved replacement of most of the electrical equipment on site and construction of new buildings to house some of the equipment. The RTS is owned by AusNet services and feeds both the CitiPower and United Energy networks.

Balpara’s Initial Involvement

Balpara was engaged to GPS detail and draft 66kV related assets on the Richmond Terminal Substation (RTS).

There was substantial detailing required around the terminal substation divided up into multiple stages.

To ensure accurate measurements were taken under challenging circumstances, we used GPS equipment to detail the works. The initial stage contained around a month’s civil work with over a dozen site visits with additional work stages to follow.

Added Value to the Project

In addition to works completed, we are currently working on a millimetre accurate 3D construction set-out model of all the new 66kV concrete poles inside and locally outside the RTS.

This is being done in collaboration with the CitiPower engineering design team. The newly created 3D model will be used to also produce new 2D Construction Standard Drawings for the CitiPower Standards Group.

These drawings will form part of CitiPower’s Construction Standards for major 66kV Pole works into the future.

Beaconsfield Reconductoring Project

At Balpara, we deliver electrical engineering and surveying services to our clients across Australasia. For over forty years now, we have serviced the energy, resources, communications and land development industries.

Balpara was engaged by AusNet Services to provide Overhead Electrical Surveying, Survey Design and Drafting Services as part of their major Electrical Conductor Replacement Program.

Scope

The Beaconsfield Region is the latest area in AusNet’s plan to remove all copper conductors from their distribution network.

All copper was replaced with safer, stronger conductors which are made from a combination of aluminium and steel strands. To maximise project efficiency opportunities, old, rusty steel conductors were replaced with new, improved equivalents as part of the program.

The extensive project area covers 150km of overhead line and Balpara has worked on 90km thus far.
