Balpara delivered a utility compliant earthing study and HV earthing design for the kiosk substation servicing the Beatty’s Road residential subdivision at Masall Estate. The study combined soil resistivity testing, electrical fault modelling and earthing grid design to assess touch voltage, LV transfer voltage and other potential earthing hazards associated with the new electrical asset.
Project Overview
Balpara was engaged to provide electrical engineering and design services for the Beatty’s Road residential subdivision. As a utility approved Electrical Designer, Balpara was required to undertake an earthing study for a kiosk substation.
The project required a site-specific earthing solution that considered soil conditions, network fault levels, protection clearing times and potential voltage transfer to surrounding infrastructure. Balpara developed and modelled the proposed HV earthing system using site soil-resistivity data and network information.
The completed design demonstrated compliance with the applicable voltage safety criteria for the assessed earthing hazards.
Project Scope
Balpara’s scope included:
- Soil resistivity assessment to establish the electrical characteristics of the ground surrounding the kiosk substation.
- Modelling of the proposed HV earthing system using software.
- Assessment of prospective earth-fault current and protection clearing time.
- Design of the local bonded HV earthing grid for the kiosk substation.
- Assessment of asset touch voltage and LV transfer voltage.
- Consideration of potential voltage transfer to nearby telecommunications pits, gas valves, water valves, metallic fencing and MEN items.
- Development of construction and earthing installation requirements to support safe implementation and commissioning.
The final design incorporated a bonded earthing arrangement with a designed HV earth resistance, based on the site-specific soil resistivity model.
The assessment concluded and results shared with the client for review and action

Value Add
Balpara provided a specialist, site-specific earthing solution rather than relying on a generic substation arrangement.
The combination of soil resistivity testing, HV earthing design and electrical fault modelling enabled Balpara to assess the actual site conditions and demonstrate that the proposed earthing system controlled the relevant voltage hazards.
This approach provided the project team with a clear engineering basis for construction and commissioning while supporting Powercor requirements for the new distribution asset.
