As part of our 50th anniversary, we look at the projects that each helped to cement the capabilities Balpara is respected for.
Bushfire Mitigation Powerline Replacement Program
This program replaced hundreds of kilometres of ageing overhead powerlines in high-risk bushfire areas across Western Victoria with high-voltage underground cables. Over a six-year period, Balpara supported Powercor on this Victorian Government fire prevention initiative. As a result, our surveying capabilities evolved from a key service into a discipline we mastered at scale.
Contributing to over 300km of underground cable installation meant feature surveying in 3 - 10 metre sections for up to 50km per regional suburb, producing around 500 As-Built drawings per suburb to within ±20mm accuracy to MGA coordinates. West Gate Tunnel Project
Sub-transmission work at 66kV requires a high level of engineering precision, coordination and compliance. The West Gate Tunnel Project strengthened Balpara’s capability in delivering high voltage electrical solutions within one of Victoria’s most complex infrastructure environments.
Working within the West Gate Freeway precinct, where the freeway was expanded as part of one of Victoria’s largest transport projects, Balpara supported asset relocation and the delivery of new underground 66kV circuits for a new zone substation.
Designing and documenting high voltage assets within a live and congested construction corridor required close collaboration, detailed engineering and a deep understanding of utility requirements. Beaconsfield Reconductoring Project
A reconductoring program only moves as fast as its documentation, and this AusNet Services engagement was pivotal in forging our seamless field-to-office workflow. As part of AusNet's Electrical Conductor Replacement Program, which removes copper conductors from the distribution network in favour of safer, stronger aluminium-and-steel-strand conductors and upgrading old, rusted steel lines, Balpara provided overhead electrical surveying, survey design and drafting across the Beaconsfield region, completing 90km of the 150km project area.
The workflow we refined here is now standard practice: data captured in the field flows directly to our drafting team, drawings are approved by the network owner, then distributed for construction complete with technical guidelines so works are carried out correctly the first time. One team, one pipeline, no handover gaps. Balpara has recently been selected by AusNet Services to perform Network Auditing services, continuing our partnership for another five years. Beaconsfield Reconductoring Project
The Beaconsfield Reconductoring Project demonstrated the value of a connected field-to-office workflow. As part of AusNet Services’ Electrical Conductor Replacement Program, Balpara provided overhead electrical surveying, survey design and drafting services across the Beaconsfield region.
The project required accurate field capture, efficient design processes and detailed documentation to support construction delivery. The workflow developed through this engagement became a foundation of Balpara’s approach: one integrated team managing surveying, design, drafting and documentation from start to finish.

Electrical Asset Upgrade for Defence Barracks
Eighteen months across seven Victorian defence sites, each with its own security and induction requirements just to walk through the gate, hardened our compliance and project management muscle in a way no ordinary engagement could.
Our field and design teams surveyed 580 overhead power poles and delivered over 185 overhead, underground, schematic and cable schedule CAD drawings. The engineering scope ran deep: underground design to replace existing overhead 22kV and LV lines, re-routing of underground and service connections to AS3000, due diligence on switchboard capacity, loads, voltage drop and compliance, and streetlight designs to AS1158 where utility poles carried mounted lighting. Geotechnical & Soil Testing – REFCL Substation Upgrades
The REFCL Substation Upgrade Program highlighted how Balpara’s multidisciplinary approach delivers value beyond traditional electrical services. Supporting Powercor across regional Victorian zone substations required the integration of feature surveying, 3D scanning and modelling, ground penetrating radar, geotechnical investigations, soil testing and contamination analysis.
By combining these capabilities, Balpara helped provide a complete understanding of existing conditions before construction commenced. This project reinforced soil testing and geotechnical services as a core part of Balpara’s offering, supporting clients with safer planning, reduced risk and more informed project decisions. Melbourne Renewable Energy Hub
The Melbourne Renewable Energy Hub represented a defining moment in Balpara’s electrical journey. As one of the most significant renewable energy projects in Australia, the development required the design of a dual circuit 500kV underground 1.8km cable route connecting the new substation to the transmission network.
Balpara delivered route design, detailed design plans, as-built drafting, feature surveying, construction set out and trench pegging for a project that pushed the boundaries of electrical infrastructure delivery.
Being involved in one of Australia’s first 500kV underground cable projects demonstrated the capability Balpara has built, applying decades of technical knowledge to the future of Australia’s energy network. Read the full project.
Yarra Trams Acland Street Project
The Acland Street redevelopment in St Kilda demonstrated Balpara’s ability to coordinate complex electrical requirements within a busy public environment. Engaged by Yarra Trams, Balpara handled electrical distribution, AS3000 and public lighting design, and project management across the retail and tram precinct.
The project included low voltage distribution upgrades, lighting design, cable tracing, load testing, protection studies and coordination with multiple stakeholders. Managing these interconnected requirements highlighted Balpara’s ability to act as a trusted electrical partner, bringing together design, engineering, auditing and project delivery expertise. Public Lighting for Councils
Balpara’s relationship with Councils has been built over decades of delivering practical solutions for communities. Across Victoria, Balpara has supported local governments with public lighting design, feature surveying, electrical design, asset assessments, cable tracing, geospatial services, 3D modelling, project management and geotechnical investigations.
