Balpara was engaged by Winslow Civil Construction to complete NBN construction for this large urban development project, alongside project management requirements.
Project Overview
Balpara has previously provided a range of services for earlier stages of the Grand Central Estate development, including electrical and NBN design, public lighting design, project management, detailing and pre-Powercor auditing services. Balpara's services were again requested for stages 9 and 10 of the large multi-stage Tarneit development, seeing our team provide NBN construction, electrical design, drafting and project management services.
Balpara was tasked with the electrical design on construction drawings for all lots while complying with technical standards, and producing detailing and as-built drawings in line with applicable standards. This plan showed the full extent of the main local duct, local network pits, local lateral duct and ‘starter pipe’ that were required, and formed the basis for telecommunications construction tenders.
Our team was responsible for project managing the implementation of the electrical infrastructure, as well as coordinating the of tendering for electrical contractor in conjunction with the civil contractor.
Project Scope
- Creating the NBN Fibre Distribution Hub locations concept plan to ensure sufficient space was allocated and that all locations satisfied the NBN Co's comprehensive criteria list.
- Designing individual stage telecommunication ‘pit and pipe’ to NBN Co standards.
- Creating and submitting an application and plans for formal approval to the relevant authority.
- Constructing the pit and pipe network.
- Completing and submitting as-built plans for approval to NBN Co.
- Coordinating works between the civil and NBN installation contractors to ensure the works progressed in a timely manner that minimised risks.
- Requesting and overseeing the final compliance audit by NBN Co.
- Receiving audit results from NBN Co Approved Auditors and advising civil contractors of any rectification works required.

Balpara was able to offer a range of services to the client, effectively fast-tracking the process. Our previous work on earlier stages of the project additionally gave our team greater knowledge of the site, allowing for faster identification of issues and their resolutions.
Relevant Accreditation/Quality Standards
Balpara is ISO 9001 certified, all electrical project management and negotiations were performed by accredited PM2 mangers, and all electrical design was completed to Powercor Standards and NBN design to NBN Standards.
