Hume City Council Lighting Design and Project Management

Balpara was engaged by Hume City Council to provide a cohesive delivery of Feature Survey, AS3000 Lighting Design, Utility Connection Design and Project Management for the Melrose Drive Activity Centre.     


Project Overview

 

The Melrose Drive Activity Centre Tullamarine, located between Broadmeadows Road and Sycamore Avenue, underwent significant renewal works that were completed in 2009. As part of Council 2021/22 Capital Works Budget, Melrose Drive Activity Centre will receive the installation of fairy lights on four large established trees adjacent to the alfresco dining area. 

 

Balpara's Engineering Team has been appointed to perform a safety lighting assessment and lighting design, establish the power supply and servicing requirements, and project manage the installation of fairy light fixtures on the allocated trees. 

 

As the civil base plan was not previously designed, Balpara was able to offer our Feature Survey services at the last minute to assist in the smooth delivery of the project. 

 

Balparaโ€™s contribution to this project will ensure the public lighting designs are completed in accordance with Hume City Council requirements and are in line with AS1158 and Jemena utility standards. 


Project Scope

 

  • Conducting a site investigation to determine appropriate point of power supply. 
  • Completing a Feature Survey of site, due to absence of existing electrical and lighting asset information. 
  • Preparing and presenting the concept lighting design for fairy lights (in line with AS3000 and AS/NZS 1158) for Hume City Council review and discussion. 
  • Creating private AS3000 design on the canopy of the tress and establishing best method of attaching lighting to minimise impact. 
  • Providing concept design construction costings for the Council. 
  • Preparing detailed lighting design plans and certification, including computation details and sketches. 
  • Liaising with several contractors, including the landscape architect regarding the rectification works required to
    reinstate the area. 
  • Preparing Project Management Plan, Construction Program and instructing the Council's contractor in the commencement of works. 
  • Providing Project Management Services to oversee construction works undertaken by accredited contractors.

Balpara's ability to provide multiple services to the client, including the late addition of Feature Surveying, will allow for a more streamlined and cost-effective approach. 

 

Relevant Accreditation/Quality Standards

 

Balpara is accredited with all Victorian Power Authorities, allowing us to tailor our approach to suit the Jemena Network Standards in conjunction with council, project and DoT requirements. In addition, Balpara has held ISO9001 certification for over six years without non-conformances, and has attained re-certification to the new AS/NZS 2016 Standard. Balpara is VESI and AusNet accredited in surveying, design and drafting.

Balpara was engaged by Civil & Road Contractor, Healey Infrastructure, to provide detailing and auditing services for the signalisation upgrade of Wells Road and Bardia Avenue in Frankston. Project Overview This upgrade was identified as necessary by Frankston City Council to: provide a safer and more accessible parking facility and road upgrades along Wells Rd and Bardia Avenue; to support active transport; reduce congestion; and improve overall safety for the growing Frankston City community. Works included: Utilising GPS technology to accurately capture the locations of new underground assets to develop a comprehensive layout of asset locations. Producing precise as built plans in accordance with current UE standards. Auditing public lighting poles, conduit installations and electrical pit installations. An on-site electrical walkthrough on to prepare the pre-commissioning audit report for clients. Value Add Balpara holds accreditations with all Victorian Power Authorities and as such was able to accurately detail, draft and audit this project to UE and council standards, producing deliverables within the required timeframes and allowing for efficient and quality workmanship for the benefit of the Frankston City community. Balpara was engaged by civil constructor, Directbor, to provide detailing and drafting services to connect the Kerang Solar Plant to the nearby Kerang Terminal Station. Project Overview The Kerang Solar Plant in Victoria is a BSR Energy project, which aims to generate enough clean and reliable energy to offset the annual consumption of approximately 16,000 homes, contributing to a more sustainable future while reducing reliance on traditional power sources. Construction commenced in March 2024, and is projected to save 66,380 tonnes of CO2-equivalent emissions annually. The land parcel is over 64 hectares in size, with the plan to visually integrate into the surrounding agricultural landscape with extensive planting of native flora around the entire project perimeter. The bell-mouth intersection off Lodden Valley Highway will be upgraded for improved accessibility and safety as part of this project. Scope Balparaโ€™s involvement in the project was undertaken over the course of a month starting in August 2024, with Directbor engaging the team on behalf of Powercor. The Balpara team completed detailing and drafting of assets connecting the new Kerang Solar Plant to Powercorโ€™s distribution network. Balpara employed GPS technology to accurately capture underground asset locations and create a comprehensive plan of assets within the short timeframe required. The project scope included: Capturing new underground asset locations to required standard using GPS equipment. Creating as-built plans of relevant assets to current Powercor standards. Providing captured 3D data to Powercor for future asset relocations. Value Add Balpara provided timely and accurate drawings and was able to quickly meet the needs of client variations.
