Project Management of Koo Wee Rup Road Public Lighting Upgrade

Balpara was engaged to deliver public-lighting works along Koo Wee Rup Road in Healesville. Our team provided project management (PMC), auditing, and detailing services, working alongside our multiple clients to ensure successful deliverables according to AusNet standards. 


Project Overview


This upgrade forms part of a major infrastructure improvement program along Koo Wee Rup Road - a key arterial route connecting communities in the region. 


With new freeway off-ramps and higher traffic volumes, enhanced lighting was essential to improve visibility and road safety for motorists and pedestrians. Balpara, an accredited AusNet provider, helped ensure the new lighting assets were delivered to AusNet standards and integrated seamlessly into the broader transport upgrades.


Scope


Balpara supported the wider corridor improvements by delivering all contestable lighting components for AusNet. The works involved installing 19 new public-lighting poles between newly built freeway off-ramp intersections, following AusNet-approved design drawings. 


Our team managed the detailing of VEDN and DTP assets, auditing, and PMC activities, coordinating compliance with VicRoads and local authorities, and overseeing safe installation. All asset data, records, and installation details were finalised by Balpara for AusNet’s acceptance and registration. 


The project was broken up into circuits to streamline tie-in and energisation. This allowed sections of the project to be completed faster and signals energised sooner.

Our understanding of AusNet’s standards, drawings, and asset-handover requirements ensured a high-quality installation with minimal delays — supporting safer travel across this key road corridor.
