Solar Generated Pathway Lighting Project
July 24, 2019
Project Overview Balpara proposed an improved public lighting design for Moreland City Council and liaised with Jemena to obtain necessary approvals in order to upgrade an insufficiently lit pathway and improve public safety. The lighting scheme, partly metered and partly un-metered, was installed to the Victorian Electricity Supply Industry (VESI) standards, owned by Council and operated by Jemena. Balpara consulted two solar generated public lighting suppliers and proposed an alternative public lighting design that was a best value solution to Moreland City Council.
Project Scope Balpara was asked to develop a new solar generated lighting solution for the shared path from Box Forest Road (Glenroy), past Fawkner Train Station finishing at Shorts Road (Coburg). Balpara sought a solar solution to power the lights, rather than relying on the utility network as was done previously, which was implemented by the Council.
Standards Applied • AS/NZS 1158 • ISO9001:2015 • Jemena (VESI standards)
Project Overview

Moreland City Council engaged Balpara to enhance the existing pathway lighting through a new public lighting design. This improved the Council’s energy efficiency, reduced emissions and operating costs. The luminance of the current lighting was assessed on effectiveness, resulting in a redesign of the old public lighting, and recommendation of new solar generated lighting in parts.
