Balpara was engaged to provide electrical engineering and PM2 project management for the Underbank Estate development at Bacchus Marsh. This included electrical project management, electrical design, detailing and VEDN auditing services for specific stages of the project.

 

Project Overview

 

The Underbank Estate has been designed to be a natural extension of Bacchus Marsh, with convenient walking trails and road connections. Working on the Randwick Avenue component of the project, Balpara provided PM2 project management, electrical design, detailing and auditing services. As we were engaged by the developer and Morton Power to complete various elements of the work, Balpara was able to:


  • Discover issues early that may have resulted in non-conformance
  • Streamline communications between the auditing, design and detailing teams, thereby reducing service delivery timeframes


Balpara successfully reduced costs by resolving non-conformance issues on-site and using GPS auditing to identify issues early.

 

Project Scope

 

  • Providing underground electrical and telecommunication (NBN) design.
  • Electrical drafting, detailing and VEDN auditing with site visit timeframes determined by the developer. GPS was used to more accurately determine the depth prior to final surface completion, ensuring it was compliant.
  • Civil audit of trench size, depth and suitability, considering electrical asset installation, conduits, location of design offset and clearance.
  • Electrical trench audit of cable/joint location, size, depth and type, clearance with other assets, lighting pole type and location against design. Non-conformance management, providing photographic evidence, assistance and reporting on any variations to the PM2.
  • Project management to resolve construction issues on-site, negotiate with the utility, council and contractors, collect audited reports and request the Powercor audit, request test certificates from the contractor and submit the statement of compliance.

Balpara was engaged by Civil & Road Contractor, Healey Infrastructure, to provide detailing and auditing services for the signalisation upgrade of Wells Road and Bardia Avenue in Frankston. Project Overview This upgrade was identified as necessary by Frankston City Council to: provide a safer and more accessible parking facility and road upgrades along Wells Rd and Bardia Avenue; to support active transport; reduce congestion; and improve overall safety for the growing Frankston City community. Road upgrades included the resurfacing of pavement, installation of new asphalt, upgrade of kerbing and drainage systems, re-painting line markings, and upgrading street lighting and traffic signal infrastructure. With construction completed in May 2025, the Frankston City community can now benefit from the enhanced traffic flow, improved lighting, safer roads and more accessible parking. Scope The team at Balpara provided detailing, drafting and auditing services for assets installed as part of the new road upgrades. Works included: Utilising GPS technology to accurately capture the locations of new underground assets to develop a comprehensive layout of asset locations. Producing precise as built plans in accordance with current UE standards. Auditing public lighting poles, conduit installations and electrical pit installations. An on-site electrical walkthrough on to prepare the pre-commissioning audit report for clients. Value Add Balpara holds accreditations with all Victorian Power Authorities and as such was able to accurately detail, draft and audit this project to UE and council standards, producing deliverables within the required timeframes and allowing for efficient and quality workmanship for the benefit of the Frankston City community. Balpara was engaged by civil constructor, Directbor, to provide detailing and drafting services to connect the Kerang Solar Plant to the nearby Kerang Terminal Station. Project Overview The Kerang Solar Plant in Victoria is a BSR Energy project, which aims to generate enough clean and reliable energy to offset the annual consumption of approximately 16,000 homes, contributing to a more sustainable future while reducing reliance on traditional power sources. Construction commenced in March 2024, and is projected to save 66,380 tonnes of CO2-equivalent emissions annually. The land parcel is over 64 hectares in size, with the plan to visually integrate into the surrounding agricultural landscape with extensive planting of native flora around the entire project perimeter. The bell-mouth intersection off Lodden Valley Highway will be upgraded for improved accessibility and safety as part of this project. Scope Balpara’s involvement in the project was undertaken over the course of a month starting in August 2024, with Directbor engaging the team on behalf of Powercor. The Balpara team completed detailing and drafting of assets connecting the new Kerang Solar Plant to Powercor’s distribution network. Balpara employed GPS technology to accurately capture underground asset locations and create a comprehensive plan of assets within the short timeframe required. The project scope included: Capturing new underground asset locations to required standard using GPS equipment. Creating as-built plans of relevant assets to current Powercor standards. Providing captured 3D data to Powercor for future asset relocations. Value Add Balpara provided timely and accurate drawings and was able to quickly meet the needs of client variations.
