Soil Contamination and Geotech Reports for Hume City Council

The Hume City Council contracted Balpara to provide soil contamination testing and geotechnical services in Somerton. 

 

Project Overview

 

Hume City Council engaged Balpara to undertake soil contamination testing and geotechnical investigations to determine pavement composition design for industrial strength roads in Somerton. 


The Hume City Council is one of Australia's fastest growing and culturally diverse communities, home to almost 260,000 residents. By 2041, it is forecast that approximately 389,000 people will live in Hume. The City is located in Melbourne's northern fringe, 15 kilometres from the centre of Melbourne and spans a total area of 504 square kilometres. 


As a part of the Council's due diligence, our instruction was to assess the site, collect various samples and establish waste disposal categories to measure contamination levels on site. 


Secondly, Balpara was tasked with the assessment of geotechnical conditions of the site to recommend a pavement composition for the industrial estate in accordance with AUSTROADS (2017). The essential part of the design material is to ensure that each layer within the pavement is compatible - in terms of characteristics and strength - with those of the adjacent layers, to ensure it achieves the overall pavement performance criteria. 


Balpara provided comprehensive reports to Hume City Council to ensure successful site planning. 

 

Project Scope


Balpara, in delivering services to Hume City Council, conducted the following: 

  • Undertake soil sampling to measure contamination levels on site.
  • Site preparation, including Dial Before You Dig, to determine asset locations before excavation, and traffic control requirements.
  • Investigate regional geological and groundwater conditions.
  • Conduct soil profile testing for various roads. 
  • Conduct CBR testing within test pits along the proposed roads.
  • Reinstate the test holes to the satisfaction of the Council.
  • Provision of a written report of findings, highlighting any matters of interest for the proposed construction, risks and recommendations based on Balpara’s experience.
  • Provision of pavement designs suitable for industrial heavy traffic based on the nature of the subgrade.

Balpara was engaged by Civil & Road Contractor, Healey Infrastructure, to provide detailing and auditing services for the signalisation upgrade of Wells Road and Bardia Avenue in Frankston. Project Overview This upgrade was identified as necessary by Frankston City Council to: provide a safer and more accessible parking facility and road upgrades along Wells Rd and Bardia Avenue; to support active transport; reduce congestion; and improve overall safety for the growing Frankston City community. Works included: Utilising GPS technology to accurately capture the locations of new underground assets to develop a comprehensive layout of asset locations. Producing precise as built plans in accordance with current UE standards. Auditing public lighting poles, conduit installations and electrical pit installations. An on-site electrical walkthrough on to prepare the pre-commissioning audit report for clients. Value Add Balpara holds accreditations with all Victorian Power Authorities and as such was able to accurately detail, draft and audit this project to UE and council standards, producing deliverables within the required timeframes and allowing for efficient and quality workmanship for the benefit of the Frankston City community. Balpara was engaged by civil constructor, Directbor, to provide detailing and drafting services to connect the Kerang Solar Plant to the nearby Kerang Terminal Station. Project Overview The Kerang Solar Plant in Victoria is a BSR Energy project, which aims to generate enough clean and reliable energy to offset the annual consumption of approximately 16,000 homes, contributing to a more sustainable future while reducing reliance on traditional power sources. Construction commenced in March 2024, and is projected to save 66,380 tonnes of CO2-equivalent emissions annually. The land parcel is over 64 hectares in size, with the plan to visually integrate into the surrounding agricultural landscape with extensive planting of native flora around the entire project perimeter. The bell-mouth intersection off Lodden Valley Highway will be upgraded for improved accessibility and safety as part of this project. Scope Balpara’s involvement in the project was undertaken over the course of a month starting in August 2024, with Directbor engaging the team on behalf of Powercor. The Balpara team completed detailing and drafting of assets connecting the new Kerang Solar Plant to Powercor’s distribution network. Balpara employed GPS technology to accurately capture underground asset locations and create a comprehensive plan of assets within the short timeframe required. The project scope included: Capturing new underground asset locations to required standard using GPS equipment. Creating as-built plans of relevant assets to current Powercor standards. Providing captured 3D data to Powercor for future asset relocations. Value Add Balpara provided timely and accurate drawings and was able to quickly meet the needs of client variations.
