Balpara was engaged by Civil & Road Contractor, Healey Infrastructure, to provide detailing and auditing services for the signalisation upgrade of Wells Road and Bardia Avenue in Frankston. Project Overview This upgrade was identified as necessary by Frankston City Council to: provide a safer and more accessible parking facility and road upgrades along Wells Rd and Bardia Avenue; to support active transport; reduce congestion; and improve overall safety for the growing Frankston City community. Road upgrades included the resurfacing of pavement, installation of new asphalt, upgrade of kerbing and drainage systems, re-painting line markings, and upgrading street lighting and traffic signal infrastructure. With construction completed in May 2025, the Frankston City community can now benefit from the enhanced traffic flow, improved lighting, safer roads and more accessible parking. Scope The team at Balpara provided detailing, drafting and auditing services for assets installed as part of the new road upgrades. Works included: Utilising GPS technology to accurately capture the locations of new underground assets to develop a comprehensive layout of asset locations. Producing precise as built plans in accordance with current UE standards. Auditing public lighting poles, conduit installations and electrical pit installations. An on-site electrical walkthrough on to prepare the pre-commissioning audit report for clients. Value Add Balpara holds accreditations with all Victorian Power Authorities and as such was able to accurately detail, draft and audit this project to UE and council standards, producing deliverables within the required timeframes and allowing for efficient and quality workmanship for the benefit of the Frankston City community. Balpara was engaged by Powercor to conduct a turnkey solution at the Echuca Zone Substation. This included Project Management of Feature Surveying, Geotechnical Services and Contaminated Soil Testing.

Project Overview Major Road Projects Victoria is the organisation behind the North East Link , West Gate Tunnel , and Big Build Roads delivering dozens of essential freeway and road upgrades across the State. It is an ambitious project for Victoria that has been in progress for many years. MRPV’s commitment is to reduce traffic congestion in a State with a growing population, while making the roads that Victorians rely on every day safer for all users. Beyond the impact on Victoria’s transport network, MRPV is working to leave a legacy that benefits communities and provides sustainable employment and supply chain opportunities for some of Victoria’s most disadvantaged groups. Scope These projects are still underway and Balpara continues to work through the various project deliverables across our full suite of services. Balpara was engaged by Latrobe City Council to undertake surveying and design services for path lighting at Burrage Reserve, Newborough.

Balpara was engaged by Hume City Council as part of a streetscape upgrade on Fawkner Street, incorporating safety lighting assessment and design at stage 1.

Balpara was contracted by Jemena to undertake site surveying, drafting and electrical design between multiple Zone Substations for the North East Link Project.

Balpara was engaged by a utilities client to provide surveying, detailing and as-built drafting for 66kV power upgrade at Fisherman’s Bend in Port Melbourne. This included Balpara’s 3D scanning and modelling service.

Gumbuya World is an amusement park located in Tynong North, Victoria. Balpara was engaged to assist with power upgrades following the installation of two new rollercoasters at the park. This included negotiating with AusNet for increased supply capacity.
